Sep. 25—The O'Pake Institute for Economic Development and Entrepreneurship

Lizette Epps has been named executive director of financial services & internal operations for the O'Pake Institute for Economic Development and Entrepreneurship. She brings more than 25 years of business experience to O'Pake and holds an MBA from the University of Phoenix.

In her new role, Epps will focus on P & L management, continued oversight of the FLIC early-stage entrepreneurial microgrant program, grant sourcing and administration for the O'Pake Institute, mentoring and training O'Pake students in entrepreneurial finance and various other financial activities. Additionally, she will be providing non-profit advising for clients interested in that avenue of entrepreneurship. She will manage an array of functions related to infrastructure and operations, and will ensure effective management, process implementations, and operations throughout O'Pake.

A resident of Berks County for the past 12 years, Epps has a strong focus on initiatives for women, children, and the Latin population. She is the vice president of the board for the Berks Latino Workforce Development Corp., board member for the Lehigh Valley Hispanic Chamber, First Commonwealth Federal Credit Union, and The Village of Reading. She received the Philadelphia Business Journal's Woman of Distinction Award, Reading Eagle's 40 Under 40 Award, the YWCA's Coretta Scott King Award, and the Racial Justice Award.

Barley Snyder

The Pennsylvania Immigration Resource Center (PIRC) has named Barley Snyder attorney John "J." Quain its "Light of Liberty Pro Bono Attorney" for 2022.

The award is given annually to the organization's top pro bono attorney, honoring his/her exceptional service and support. PIRC, based in York, provides free legal services and education to help immigrants obtain or protect their legal status. Quain routinely volunteers with PIRC, helping immigrants and their families in Pennsylvania receive legal aid they would not have access to otherwise. In particular, Quain dedicated his time to a pro bono program which helps immigrants obtain their U visas.

A Harrisburg native, Quain is an attorney in the Barley Snyder Litigation and Finance & Creditors' Rights practice groups. In addition to his work with PIRC, Quain serves as the secretary of the board of directors for the Historic Harrisburg Association and the treasurer of the Dauphin County Bar Association Young Lawyers Section.

First Citizens Community Bank

After more than 20 years of service at FCCB (First Citizens Community Bank) Kathleen Campbell, SVP, marketing manager, has assumed the role of project specialist as she enters partial retirement. In this role, she is responsible for planning, organizing, and directing the completion of products and procedures that will elevate the bank's product line and create efficiencies for its employees.

Campbell joined FCCB team in October 2000. Prior, she spent nearly 20 years working for Keystone Financial, where she managed various divisions of deposit operations for Pennsylvania National Bank and later worked as a product management and development officer for the holding company.

Campbell has a Bachelor of Science in business administration with a major in marketing from Kutztown University. She is a graduate of the American Bankers Association's School of Bank Marketing and Management. For many years, she was an instructor for the ABA School of Bank Marketing and Management, assisting in the development of individuals in the marketing field.

Outside of the Bank, Campbell has been a significant supporter of the Tioga County YMCA. She is an active board member, and previously chaired the Board for five years, starting at its inception.
