Newsom to unveil plan for California's budget surplus

Gov. Gavin Newsom is set to present his proposed state budget for the 2022-23 fiscal year on Monday morning. California is projected to have a surplus for a second year in a row. This time around, the independent Legislative Analyst's Office estimates the surplus will be $31 billion. The governor's office said the proposal would build on the ongoing work to confront existential threats the state faces and would "bolster our strong economic growth and make historic investments in California’s future."
