Serhiy Haidai, head of the Oblast Military Administration, has announced that the authorities cannot evacuate people from Luhansk Oblast at the moment, they can only leave on their own.

Quote from Haidai: "Evacuation is now possible only from neighbouring Donetsk Oblast. It is no longer possible from our (Luhansk - ed.) oblast, there are no corridors. People can leave Luhansk Oblast on their own along three routes.

The first route is through Kharkiv Oblast on foot; through Zaporizhzhia Oblast, but there are huge queues because of the amount of people; and in a large circle through the Russian Federation and the Baltic countries."

Background:

  • The Ukrainian government will introduce mandatory evacuation of residents from areas of Donetsk Oblast that have not been occupied by the Russians before the start of the cold weather. The officials have warned that there will probably not be any heating, gas or electricity in combat zones.

  • The authorities have published guidance for residents of Donetsk Oblast on how to evacuate to safe territory.

  • Evacuees from Donetsk Oblast will receive 2-3 thousand hryvnias (55-80 US dollars) in financial assistance every month.

  • Over 2,000 civilians were evacuated in the first seven days of the evacuation.
