A $130-million corporate headquarters in Noblesville appears headed for city council approval despite objections by neighbors in Fishers to parts of the plan.

The council Tuesday unanimously approved a $9.5 million bond issue and 10-year property tax abatements to subsidize the Bastian Solutions corporate campus at 146th Street and Promise Road. Bastian makes machinery to store, pick and move warehouse merchandise.

The action establishes the property as an Economic Revitalization Area and provides tax abatements of 70% and 100% on the increase in assessed value for the new construction, or real property, and equipment, known as personal property.

The Indiana Economic Development is also providing up to $4 million in incentive-based tax credits if Bastian meets its hiring goals and $2 million in redevelopment tax credits.

Bastian expects to begin construction in two to three years and said it will hire 250 new employees over five years in Noblesville and retain and relocate 400 others, with an average salary of $67,000.

Last week the Plan Commission approved a zoning change to part of the 162-acre campus, sending it to the council for approval at its April meeting.

Neighbors to the south of the headquarters in some Fishers subdivisions have raised questions about traffic and pollution the business might generate and what that could do to their property values.

At the Plan Commission meeting about 25 residents from Westminster of Fishers, Canyon Ridge and Sedona Woods showed up to voice those worries.

One of their main objections is to an entrance planned on 141st Street, which is now a tree-lined, two-lane residential street. Company officials said the entrance would be one of three to the property and would not be the main entrance.
