North Carolina resident sent to prison for killing West Haverstraw man in Nyack

A North Carolina man has been sentenced to 20 years in prison for the killing last year of a West Haverstraw man in Nyack, the Rockland County District Attorney’s office said.

Jason Jabouin, 35, of Fayetteville received the sentence Monday on one count of first-degree manslaughter, District Attorney Thomas Walsh’s office said in a statement. Jabouin was also sentenced to five years of post-release supervision.

On May 22, 2020, at 10:07 a.m., Jabouin shot Ryan Franklin, of West Haverstraw, twice in the torso, according to the District Attorney’s office. Jabouin fled New York but was arrested in Maryland during a traffic stop.

Jabouin, formerly of Haverstraw, pleaded guilty in May, admitting in Rockland County Court that he shot Franklin in the Midland Avenue residential neighborhood.

Orangetown police found Franklin with bullet wounds to his back and arm between Depew Avenue and Main Street. Franklin died at Montefiore Nyack Hospital.

“Today’s sentencing hopefully brings closure to the family and friends of Ryan Franklin, whose life tragically was taken away by senseless violence.” Walsh said in the statement.

Authorities have not commented on what led to the shooting. Jabouin's attorney, Alvin Spitzer, said after the guilty plea in May it was his understanding that the shooting occurred over a business deal, but he did not have more details. Spitzer could not immediately be reached for comment about the sentencing.

Police initially charged Jabouin with second-degree murder, first-degree robbery and second-degree criminal possession of a weapon. The murder count, which carries a maximum sentence of 25 years to life, was pleaded down to first-degree manslaughter.
