Norwich's highest paid employee is on leave: Who else is on the top earners list?
Emergency responders and Norwich Public Schools personnel are among the highest paid city employees.
During fiscal 2023, ending in June, Norwich spent $79.025 million on payroll out of a total budget of $147.2 million. In fiscal 2022, employee payroll for the city totaled $69.8 million, out of the city's $145.676 million budget. Norwich Free Academy and Norwich Tech employees' salaries are not included in the city salary list.
All pay data mentioned is gross pay, provided by Norwich Comptroller Josh Pothier.
The highest paid city employee and highest paid woman is Norwich Public Schools Superintendent Kristen Stringfellow, who was placed on leave in September. Stringfellow was paid $217,380.20. She was the second highest paid employee the prior fiscal year at $211,783.14.
The second highest paid employee in FY23 was the highest paid employee in FY 2022 - Lt. Thomas Lazzaro of the Norwich Police Department, who was paid $217,211.34. He made $213,212.11 the prior year.
Among the top 20 earners, nine are from Norwich Public Schools, seven are from the Norwich Police Department, and three are from the Norwich Fire Department. The only outlier is City Manager John Salomone, the ninth highest paid employee in the city in FY23, with $176,791.27. He made $172,484.84 the prior year.
Among the top 20 earners, 12 are men and eight are women, including Stringfellow and Assistant Superintendent Tamara Gloster, who made $189,225.50. She made $177,427.72 the prior year. Gloster was placed on leave in September.

Other police officers were paid more than Chief Patrick Daley, who was the 19th highest paid employee, making $149,768.09. He made $143,126.81 the prior year.
Other firefighters were also paid more than Chief Tracy Montoya, who was the 39th highest paid employee at $134,326.34. He made $126,516.99 the prior year.
