Two days after the first group of migrants arrived in New York City from Texas, New York City Mayor Eric Adams criticized Gov. Greg Abbott for using migrants to "manufacture a crisis."

Thousands of migrants have been transported from Texas to Washington since April. Two buses arrived in New York City as of Aug. 7. As a city with right-to-housing laws, New York City is required to provide emergency shelter to unhoused people, according to a press release from the Texas governor's office.

"Because of President Biden’s continued refusal to acknowledge the crisis caused by his open border policies, the State of Texas has had to take unprecedented action to keep our communities safe," Abbott said in the release. "In addition to Washington, D.C., New York City is the ideal destination for these migrants, who can receive the abundance of city services and housing that Mayor Eric Adams has boasted about within the sanctuary city.

"I hope he follows through on his promise of welcoming all migrants with open arms so that our overrun and overwhelmed border towns can find relief."

Adams greeted the second bus of migrants in New York City on Sunday and criticized the Texas governor on social media.

"Greg Abbott used innocent people as political pawns to manufacture a crisis," one tweet read. "New Yorkers are stepping up to fix it — that's our city's values. But we need the federal government's help — money, technical assistance and more."
