Occupiers use voters in sham referendums as human shields against Armed Forces of Ukraine

The Russian invaders have set up their centres for the preparation of sham referendums in premises that are full of civilians in order to avoid being attacked by the Armed Forces of Ukraine.

Quote: "In order to avoid artillery attacks by the Armed Forces of Ukraine, all of the centres where preparations are underway for sham referendums in the occupied territories are located in premises where there is a high concentration of civilians."
Details: In particular, Ukrainian Intelligence reports that the "referendum headquarters" in occupied Mariupol is located in a shopping mall.
Background:
On 23 September, puppet governors announced the start of the sham referendums on the integration of the occupied parts of Donetsk, Luhansk, Kherson and Zaporizhzhia oblasts with Russia.
The Office of the President of Ukraine assures Russia and its associates that these so-called referendums will not facilitate the legalisation of the occupation of Ukrainian territories.
