October restaurant inspections: 2 eateries temporarily closed, 40 fail first inspections

BAY COUNTY — According to the Florida Department of Regulation and Business restaurant inspection reports, two Bay County eateries temporarily closed in October, while 40 others failed first inspections and 21 passed with no violations.

Temporarily closed

Arby's #1800, 1877 N. Cove Blvd., temporarily closed Oct. 13 after inspectors reported roach activity in the facility. According to reports, inspectors issued an emergency order after observing a total of 12 live roaches in storage areas and prep stations, and 10 dead roaches found on a sticky trap in the storage area. Inspectors issued an emergency order, temporarily closing the establishment, and it was cleared the next day.

In all, the restaurant received five total violations: two basic, two intermediate and one high priority. Some of them include: no certified food manager on site, employees training expired for some employees and the current hotel and restaurant license not being displayed.

The Juicy Seafood, 115808 Panama City Beach Parkway, temporarily closed Oct. 19 after inspectors observed roach activity present, resulting in a high priority violation and an emergency order recommended. According to the report, inspectors noted that 11 live roaches were found throughout the restaurant’s food preparation areas and walls.

The establishment received four additional violations, including two basic, one intermediate and one high priority. Other violations included non-food contact surfaces soiled with grease or food debris, no paper towels provided at a handwash sink, fly sticky tape hanging over the fry station preparation table and operating with an expired Division of Hotels and Restaurant license. Inspectors’ noted that the facility temporarily closed until it met inspection standards and reopened the next day.

Administrative Complaints

Five establishments joined the failed inspections list for operating with an expired Division of Hotels and Restaurants license and receiving administrative complaints in October.

According to inspection reports, the list includes: Palates Delight (8817 Front Beach Road), Authentika Mexican Grille (14662 Front Beach Road), Cain Griffin Park concession (616 E. 17th St.), Sharron Sheffield Park concession (901 Ohio Ave.) and A.L Kinsaul Park concession (1146 W. Fifth St.)

In addition, three restaurants received administrative complaints but for different violations.

On Oct. 6., Sandbar Seafood House and Deli, 275 S. State 79, was issued an administrative complaint for roach and rodent activity present in the facility. Inspectors noted that two live roaches were found on the kitchen floor along with 15 rodent droppings in the dry storage area and near the dishwasher. The restaurant received five total violations of three basic and two high priority. A follow up inspection was given on Oct. 7 and 10, and the establishment met inspection standards on Oct. 11.

Coyotes Bar, 2304 Transmitter Road, received one intermediate violation on Oct. 20 after inspectors noted the person in charge lacked proof of a food manager certification. Inspectors required a follow-up inspection and issued an administrative complaint.

On Oct. 17, Subway #9916, 287 W. 15th St., received 12 total violations. A high priority violation was cited because cold foods held at a temperature greater than 41 degrees, which resulted in inspectors issuing an administrative complaint and required a follow-up inspection that was cleared the next day.

Most violations in the past 30 days

Two Bay County eateries topped the charts in October after receiving the most violations and failing first inspections, according to inspectors' reports.

On Oct. 27, Dusty’s Oyster Bar, 16450 Front Beach Road, received 15 total violations: nine basic, three intermediate and three high priority. Issued violations included live insects observed in the kitchen and storage area, employee touching raw and ready-to-eat food with bare hands, dead roaches on premises, food stored on the floor and no food service manager on duty. While the establishment corrected most violations on site, a follow-up inspection was required where it met inspection standards the next day.

Jin Jin 88, 11560 Panama City Beach Parkway, received 13 violations on Oct. 27. The establishment reached five basic, four intermediate and four high priority. According to the inspector’s reports, the restaurant was cited for residue buildup on the inside of bathroom doors, stored food not covered, roach activity present, food contact surfaces soiled with mold-like substances and raw foods not properly separated from each other.

While the establishment corrected most violations on site, a follow-up inspection was required where it met inspection standards the next day.

Another 30 failed first inspections

Adding to the failed inspection list were another 30 eateries that were issued warnings in the past 30 days: Osaka Japanese Steakhouse and Sushi Bar, Subway #12164 (3700 W. 23rd Street), Downtown Slice House, Burger King #29273 (3218 E. U.S. 98), Little Ceasers Pizza (531 S. Tyndall Parkway), Burger King #13617 (4709 U.S. 231), Vibez, Subway (3604 E. 15th St.), Waffle House #1092 (17110 Back Beach Road), Starfish GrillHooters Panama City Beach, Shrimp Basket (12390 Front Beach Road), Waffle House #1953 (22913 Panam City Beach Parkway), Dunkin Donuts (1200 W. 23rd St.), Sharky’s Beachfront Restaurant, Capt. Jack’s (12628 Front Beach Road), Seagrass Village, New York Pizza and Grill, Los Rancheros, Key West Sandwich Shop, Blue Moon Bar and Grill, Paris Banh Mi Cafe, Beach Island Bites, Sisters of the Sea, Zollo Pizza, Subway #1654 (241 S. Tyndall Parkway), Hungry Howies Pizza and Subs #287 (5805 N. U.S. 231), Bamboo’s 2, Diego’s Burrito Factory (15514 Front Beach Road) and The Back Porch.

Passed with zero violations

Meanwhile, 115 Bay County eateries passed their inspections on the first visit, and these 21 passed with no violations:
