Oneida County primary election results: Who's on the 2023 ballot

Tuesday, Nov. 7, 2023 was Election Day. Voters elected officials to positions in county, city and town governments.

Rome Mayor Jacqueline Izzo lost the Republican primary to newcomer Jeffrey M. Lanigan on Tuesday, according to unofficial vote tallies by the Oneida County Board of Elections.

According to the tallies, Lanigan received 56.5% of the vote, or 1,100 votes, to Izzo’s 43.8% or 858 votes.

Though Izzo lost the primary, she will again face off against Lanigan in November.

Izzo also is on the Conservative line, while Lanigan is also on the Right for Rome line. This means no matter who won the primary, each of the candidates are on another line and will appear on the November ballot.

Lanigan will appear on the Republican line in November, while Izzo will not.

Izzo said she was disappointed in the lack of voters in the primary and noted she is still on the ballot.

“I am disappointed with the lack of Republican voters in the primary," Izzo said. "Despite our campaign’s efforts to emphasize to the residents the importance of voting in the primary, there was a real complacency and general malaise surrounding a June primary."

"... With over 6,000 registered Republicans and a result last night of less than 2,000 voting, there is a lot of room for improvement in November. I am the endorsed candidate on the Conservative line and will be running a full general election campaign. I am still the incumbent mayor with a tremendous amount of unfinished work ahead of our administration and I intend to campaign hard for a third term to continue the unprecedented progress we have made in our city during our two terms."

Lanigan did not immediately return a request for comment.

Other Oneida County results

There were two primaries for the mayorship of Utica.

Current Utica Mayor Robert Palmieri is not up for reelection due to term limits.

This set up a Democratic primary, along with a Republican one for Utica’s top seat.

On the Democratic side, Celeste Friend, with 51.02% or 1,353 votes beat challenger Frank A. DiBrango who received 41.63% or 1,104 votes.

“We did it,” Friend said in a statement. “This victory was possible through the hard work of our volunteers speaking to their friends, family, and neighbors. I’m honored that voters chose me to represent Utica’s hope and opportunity on the ballot in November. Now, it’s time to bring all of us to the table in conversation about building a livable, sustainable, and transparent city.”

On the Republican side, Michael P. Galime won with 72.66% or 1,042 votes against Robert C. Cardillo, who received 26.22% or 376 votes.

Also in Rome, there was a primary for the Conservative line for Rome City Court judge between Rome Common Council President Stephanie Viscelli and John C. Gannon.

According to the unofficial results, Gannon won with 51.82% or 71 votes to Viscelli’s 48.18% or 66 votes.

Herkimer County results

The Herkimer County Board of Elections said Tuesday’s primary elections were quiet and that the voting machines worked well.

There were two Republican primaries for the Herkimer County Legislature.

In the 10th district, Rodney Swartz won with 69.28% of the vote or 106 votes to challenger John Maguire’s 30.72% or 47 votes, according to unofficial results from the Herkimer County Board of Elections.

In the 16th district, Frederick J. Shaw, Jr. Won with 59.38% or 76 votes over challenger Keith Lynch, who received 40.63% or 52 votes, according to the unofficial results.
