OnTrack buys Medford business complex

Jun. 16—Addiction treatment provider OnTrack Rogue Valley has bought the Cobblestone Village retail and office complex in Medford as it plans for future growth and expansion.

OnTrack said it's working with current tenants to ensure a smooth transition and to prevent disruption to their businesses.

"We're at the beginning of a multiyear process of strategic planning and fundraising for the development of the property. We anticipate that many of the current tenants will continue to operate at the location while we make plans and raise funds for future renovations," OnTrack Executive Director Sommer Wolcott said in a press release.

Cobblestone Village is located on North Riverside Avenue near Rogue Valley Mall.

"The overdose epidemic and problematic substance use are devastating our community. OnTrack's vision is to ensure that individualized, family-centered treatment is available, accessible and conveniently located. The Cobblestone location and layout are exactly what we were looking for, with its family-friendly, welcoming environment and sense of privacy and community," Wolcott said.

Overdose deaths jumped to 91 in Jackson County in 2021, up from 41 deaths in 2020, and 16 in 2019, according to data from the Jackson County Medical Examiner's Office.

The local overdose deaths come amid record-setting overdose deaths nationwide, driven primarily by the spread of potent, often deadly fentanyl. Drug trafficking organizations increasingly mix fentanyl into heroin, cocaine, meth and counterfeit pills.

The Liberty Park area in central Medford has been identified by Medford Urban Renewal Agency as a neighborhood in need of investment and revitalization in terms of housing, social services and beautification, OnTrack noted.

"OnTrack would like to play a role in that process," Wolcott said.

OnTrack said it purchased the Cobblestone Village property with funding from the sale of other properties, as well as a loan from People's Bank in Medford.

OnTrack provides residential treatment, second-chance housing and outpatient substance use and mental health treatment for individuals struggling with problematic substance use. The HOME (Mom's) and Dad's Programs specialize in providing treatment for mothers and fathers while enabling them to maintain custody of their children.

"OnTrack hopes to strengthen our relationships with community partners to expand and integrate treatment for the whole family system," Wolcott said.

OnTrack's outpatient locations in Medford, Grants Pass and Cave Junction remain open for in-person services. OnTrack encourages anyone struggling with problematic substance use to call 541-772-1777 to find out how it can help.

Back in 2020 at the onset of the COVID-19 pandemic, Medford School District canceled its plans to buy Cobblestone Village as the economy tanked. School district officials said at the time they needed to conserve financial resources.

The district had planned to move administrative offices and alternative programs into the business complex.
