DISCUSSION The ordinance came to council after residents complained about neighbors using a dumpster as a lawn ornament for several months. Safety and Service Director Steven Wheeler said in a previous meeting the ordinance would require a dumpster permit with the first 30 days free. Then, a $10 monthly fee for every additional month for up to four months. Council tabled the legislation on Monday to have more time to review it.

“We heard feedback from the community, and we also had discovered flaws in the ordinance that we are not sure that it reflects the will of council,” President Paul Vance said.

Council will gather more feedback from residents and might send the ordinance to the Planning Commission for further discussion before it comes back to council.

Wheeler presented the 2022 annual report for his department. He said the city received more than $300,000 in grants last year from Joint Solid Waste District, Ohio Public Works Commission, Wayne County Land Bank, and Wayne County Community Foundation.

Although it’s less than the amount received in 2021, the grants helped in several projects such as asphalt for streets, the Manhattan building demolition, and a total of $12,000 will go for the skate park project.

The report also highlighted the projects completed in 2022, such as the splash pad and the reconstruction of five streets.

As for 2023 plans, the skate park project and adding a new fire truck to the Fire Department are on the top of the list. In addition, road improvement projects will continue with priority given to the reconstruction of Ella Street, Elm Street, and South Sunset Drive.
