OSHA investigating fatal building collapse at Martin's Famous Pastry Shoppe

The Occupational Safety and Health Administration in Harrisburg is investigating the building collapse that left a construction worker dead at Martin's Famous Pastry Shoppe in Chambersburg.

"I can confirm that OSHA is conducting a fatality investigation and has to up six months to complete that process," Leni Fortson, regional director of public affairs for the U.S. Department of Labor, said in an email.

Martin's is building a new bakery line at its headquarters off Wayne Road to meet an increase in demand for the company's potato rolls. Several walls on the structure became unstable and collapsed inward at about 2:15 p.m. Tuesday. It happened as storms were moving through the area, although it is not known if the weather played a role in the collapse.

Steven Garrett Graby, of Washington Boro, Lancaster County, was found dead after the collapse. The 30-year-old's body was recovered from the rubble more than seven hours after the first emergency responders arrived on the scene.

Investigations involving a fatality go through multiple levels of review at OSHA, according to Kevin Chambers, the area director for the OSHA office in Harrisburg.

"Any time there is a workplace death, it's always a tragedy. We're very careful with what we do," Chambers said. "Our condolences go out to the family."

Graby was an employee of the Structural Steel Erectors Division of High Industries, based in Lancaster, Pa.

Wohlsen Construction, also of Lancaster, is the general contractor for the project.

Neither High Industries nor Wohlsen Construction has had any prior OSHA inspections, Fortson said.
