Oskaloosa appoints new city manager

May 3—OSKALOOSA — There's going to be a new city manager in town.

The Oskaloosa City Council on Monday hired Amal Eltahir to take over the city manager position. She is expected to begin on June 13.

Eltahir replaces Michael Schrock, who resigned in October to take a position in Ankeny as assistant city manager. Schrock had worked in Oskaloosa for 12 years.

"Just wanted to thank you for giving me the opportunity to serve the Oskaloosa community," Eltahir said. "I'm looking forward to working with you all and continuing to move forward toward a brighter future. I know we'll make a great team and we'll do great together."

Amy Miller, interim city manager, will work with Eltahir to ensure a smooth transition.

Eltahir rose to the top of the list during a search process that was supported by Washington, Iowa-based Hinson Consulting LLC.

Council members were particularly impressed with Eltahir's resume, which included 20 years of experience in positions involving strategic planning and executive-level management. She has a master's degree in urban and regional planning.

Most recently, Eltahir has worked in Marion, Iowa since April 2016, most recently serving as assistant to the city manager/capital improvements program manager.

"We have a very high level of confidence in her, and we look forward to bringing her on board as soon as we can," said Oskaloosa Mayor Dave Krutzfeldt at Monday's meeting.

Eltahir will begin work on an initial base salary of $147,000, with the potential to increase to $150,000 after a six-month evaluation. After that, the salary will be set by the resolution of the council.

The two-year contract includes a monthly vehicle allowance of $350 as well as additional mileage reimbursement for travel outside the state or extraordinary travel within Iowa. She will also receive relocation reimbursement up to $7,000.

In other action:

— A closed session was held to again discuss the Early Childhood Education and Recreation Center project. The council took no additional action.

— The council selected a design alternative for the Wastewater Facility Plan Update for long-term improvements. FOX Strand had presented options to the council during an in-depth study session on April 21. FOX Strand is currently working on final plans to submit to the Iowa Department of Natural Resources.
