Pamunkey Tribe chooses construction team for Norfolk casino

The Pamunkey Indian Tribe tapped Newport News-based W.M. Jordan Co. and Boston-based Suffolk as the construction management team to build the $500 million HeadWaters Resort & Casino planned near Harbor Park along the Elizabeth River in Norfolk.

The tribe chose the firms for committing to using local subcontractors and suppliers and having a consistent record of hiring minorities in all phases of construction, according to a Sept. 10 announcement.

The team combines W.M. Jordan’s experience developing the local workforce through a strong supplier diversity program and subcontractor training with Suffolk’s experience in eight casino projects.

Suffolk, one of the largest privately owned contractors in the country, recently worked to expand the Seminole Hard Rock Hotel & Casino in Hollywood, Florida, with a high-rise guitar-shaped hotel.

W.M. Jordan has completed more than 100 projects in Norfolk, including The Main Hilton hotel, Nauticus, and various projects for Children’s Hospital of The King’s Daughters, Old Dominion University, Norfolk State University and Eastern Virginia Medical School. The company is currently building CHKD’s 14-story mental health hospital and the 24-story River Tower at Harbors Edge senior living residence.
