Panama City Beach mom arrested after toddler overdoses on marijuana

One tourist was rescued from the Gulf of Mexico on Sunday off Public Beach Access 21 in unincorporated Bay County.

PANAMA CITY BEACH — A Panama City Beach woman was arrested after her toddler ingested illegal drugs and she didn't seek medical care, according to authorities.

Llodonia Percell, 26, was arrested at 7:30 p.m. Thursday on a child neglect charge, according to Bay County court records.

Her 15-month-old daughter remained hospitalized Friday morning and was listed in stable condition, according to Panama City Beach police reports.

Police believe the child ingested marijuana at her home sometime between 5 p.m. Wednesday and 9 a.m. Thursday.

Percell told officers that she saw her child at her apartment pool with "a cannabis cigarette" in her mouth and that the child would not wake up the next morning when she took her to a babysitter's home, reports show. After the sitter later told Percell that the child still would not wake up, Percell took her to the hospital.

Officers received a report from the Department of Children and Families that the child was being treated at the hospital.

Hospital staff said the child had suffered from a drug overdose and that, while she would survive, she required medical care, according to court records. She tested positive for THC, the main psychoactive compound in marijuana that produces the high sensation.

Officers obtained a search warrant for Percell's home. They found it in disarray, noting "filthy" conditions, cockroaches and a bottle of coagulated baby formula on the counters.

Percell was arrested as police continued to investigate.
