Pecatonica cop sent women lewd photos and threatened them to stay silent, documents say
ROCKFORD — Pecatonica Police Sgt. Jeffrey Stacy will make his first court appearance next month to face allegations that he sent sexual images to women and then tried to keep the women quiet.
Stacy, 54, is charged with two counts of intimidation, two counts of official misconduct and two counts of disorderly conduct.
Charges in the case stem from allegations that in March 2022, he sent three women pictures of his penis and solicited similar images from two of the victims.
A criminal complaint further alleges that Stacy approached two of the women while on duty and “indirectly communicated to (them) a threat to take action as a public official” if they said anything about the pictures.
He approached one of the women at her job, police say.
“The defendant asked her if she had said anything to anyone about him sending pictures of his penis,” the complaint says, continuing that Stacy told the woman, “if she was asked about the pictures to make a denial.”

It is legal for consenting adults to exchange sexual images, according to Illinois law. It becomes a crime when a person of authority uses such images to abuse his authority.
“The defendant, a public officer working in his official capacity as a peace officer, (intended) to obtain a personal advantage of himself or another, (by performing) an act in excess of his lawful authority, in that the defendant while on duty and in uniform, solicited and sent sexual images,” the complaint alleges.
Stacy is currently on administrative leave. Charges against him were filed July 13. He posted a $5,000 bond on July 25. His court hearing is scheduled for 8:30 a.m., Sept. 1, in Courtroom D at the Winnebago County Justice Center.
