Pekin Council to recommend $9.6 million Court Street bid to IDOT

The Pekin City Council unanimously voted to recommend that the Court Street Rehabilitation Project from Stadium Drive to Valle Vista Boulevard be awarded to R.A. Cullinan and Son during Monday’s meeting.

According to Pekin City Engineer Josie Esker, the city received two bids for the project: from R.A. Cullinan for just under $9.6 million and Otto Baum Construction at just over $9.75 million.

Both bids were over the engineer’s estimate of $9.2 million. The city received a $1.7 million federal grant for Court Street construction. About $600,000 of the project cost will be the responsibility of Illinois American Water, making the city’s share of the project cost about $7.64 million.

“Since this project has federal funding … the city didn’t do the bidding process,” Esker said. “IDOT (Illinois Department of Transportation) did that for us. All we need to do with IDOT is recommend, and they will take care of the process.”

In other business, the council:

Passed a resolution to approve an agreement with Enterprise Leasing to lease two trucks for the Public Works Department by a 5-2 vote. Council members Rick Hilst and Becky Cloyd cast the dissenting votes.

Approved the $31,350 purchase of 500 additional garbage carts and 100 additional recycle carts for the Solid Waste Department from Cascade Engineering by a 6-1 vote, with Hilst opposing the resolution.

Unanimously voted to accept a $23,150 bid from Wayne Litwiller Excavating, Inc., for the demolition of a residential structure at 312 Woodlawn Sat., and the removal of dangerous trees.

Voted 4-3 to reinstate Deborah Montgomery to the Historic Preservation Commission. Pekin Mayor Mary Burress joined Council members Dave Nutter and Karen Hohimer in opposing the action.
