Apparently, Peoria is.
According to recent data collected by BonusFinder.com, Peoria has been named the No. 1 city to party in for the Great Lakes region.

Multiple factors were used in determining the top cities to party in, including number of bars, casinos, hotels, late night food venues, music events and nightclubs. This was compared with the city's population and time of last orders.
"Everybody thinks they know where the big party towns and cities are but more often than not those well-known cities, that everyone automatically thinks of, can end up being a bit of an anti-climax," said BonusFinder.com managing director Fintan Costello.
“What we wanted to uncover in this research is where your best chances of having a good time would be, without the endless lines of queues to get in somewhere, and it has thrown up some really interesting results."
According to the release, Peoria scored a 7.53 out of 10, relying on affordability to get to the top. The city's top marks came in hotel room prices (9.94/10 at an average of $74), taxi prices (9.58/10) and drink prices (8.99/10 at an average of $4.99 for a pint).

The Ohio cities of Akron and Toledo were distant runners-up, scoring 7.02 and 6.93, respectively.
