LA SEN: Sen. Mary Landrieu (D) "will announce on Tuesday that her campaign raised" $1.67M in the second quarter and has $4.86M CoH. Rep. Bill Cassidy (R) "took in nearly" $1.1M "during the same time period to push his cash on hand" to $3.2M (Baton Rouge Advocate).
MI SEN: Rep. Gary Peters (D) raised "more than" $1M in the second quarter and has "nearly" $1.8M CoH, his campaign announced (Hotline reporting). Ex-Sec/State Terri Lynn Land (R) "sent out an e-mail to supporters" on Monday, saying "that she has filed paperwork to run" (MLive.com).
SD SEN: State Sen. Larry Rhoden (R) "said he's planning to run and will formally announce his plans for the race Wednesday," becoming "the first official" GOP challenger to ex-Gov. Mike Rounds (R) (Sioux Falls Argus Leader).
AZ-01: State Rep. Adam Kwasman (R) announced Monday he is forming an exploratory cmte for a possible race against Rep. Ann Kirkpatrick (D) (Roll Call).
CA-31: Atty Eloise Gomez Reyes (D) "will announce on Tuesday that she raised more than" $203K in the second quarter (Roll Call).
CA-45: Orange Co. Supervisor John Moorlach (R) "plans to enter" the race to replace retiring Rep. John Campbell (R) (Orange County Register).
CA-52: Ex-San Diego Councilor Carl DeMaio (R) "reported raising more than" $483K "in the first month of his campaign" and has nearly $470K CoH (U-T San Diego).
CO-06: Ex-state House Speaker Andrew Romanoff (D) raised more than $500K in the second quarter and has "nearly" $920K CoH, his campaign announced (Hotline reporting).

IA-03: Ex-state Sen. Staci Appel (D) "ruled out a bid" to unseat Rep. Tom Latham (R) "earlier this year," but she "filed papers last week" with the FEC to run (Des Moines Register).
PA-07: Rep. Patrick Meehan (R) raised $402K in the second quarter and has $1.4 million CoH, "according to" nat'l GOP sources (Roll Call).

WI-01: Rep. Paul Ryan (R) raised $1.1M and reported "nearly" $2.2M CoH, according to his campaign fundraising report (Roll Call).
GA GOV: Gov. Nathan Deal (R) "raised more than" $600K over "the first six months of this year, and he spent more than half that total on travel, consultants and other expenses as he ratcheted up" his reelection bid (Atlanta Journal-Constitution).
IL GOV: Businessman Bruce Rauner's (R) camp announced on Monday it has raised "more than" $915K in the second quarter fundraising period (Hotline reporting).
IA GOV: Gov. Terry Branstad's (R) camp "on Monday announced it has hired four campaign staffers to strategize" for his reelection, though Branstad "does not plan to announce his intentions until next year" (Des Moines Register). State Rep. Tyler Olson (D), who "has been weighing" a run, "will make 'an important campaign announcement' during events in Cedar Rapids, Des Moines and Mason City on Tuesday" (Des Moines Register).
MD GOV: LG Anthony Brown's (D) camp "announced Monday it raised" $1M since 4/9, when the General Assembly adjourned sine die (Baltimore Sun).
MA GOV: Treas. Steve Grossman (D) "reported holding" $565K CoH at the end of June, "more than double that of" AG Martha Coakley (D). Ex-Centers for Medicare & Medicaid Services Admin. Don Berwick (D) "reported having" $210K CoH (Boston Herald).
TX GOV: Gov. Rick Perry (R) will not seek reelection, "he announced to about 200 supporters and the media in a humid warehouse at the country's largest Caterpillar dealership Monday afternoon" in San Antonio (San Antonio Express-News). Perry's announcement puts the spotlight on AG Greg Abbott (R), whose interest in Perry's job is a barely-guarded secret (Hotline reporting).

Hotline editors weigh in on the stories that drive the day
• Rick Perry is such a quitter. The same day he announced he'd retire, Branstad announced he'd hired a campaign manager in pursuit of his 6th term.
• Landrieu is still outraising him, but Cassidy is closing the gap. And his campaign is quick to point out that his second quarter totals are nearly identical to what Sen. David Vitter posted at this point in 2009.
• If we had to bet on one Wisconsin Republican to run for president in 2016, our money would be on Scott Walker over Ryan. But Ryan's door is always open, simply by virtue of his fundraising abilities. He pulls in big money every quarter -- and it's not that phony mail solicitation money that costs so much to raise.
