NEW PHILADELPHIA ‒ The city Civil Service Commission will be conducting promotional tests for chief, captain and sergeant in the New Philadelphia Police Department due to the retirement of Chief Mike Goodwin.

The test will be conducted on April 17.

Goodwin is scheduled to retire in July. He has been chief since 2013.

His retirement will open positions at all three command levels, Mayor Joel Day told council on Monday. "The plan is to conduct the exams now, so that the officers have enough time to train in their new position."

City services for new bus garage

In other action, Day reported that the administration recently met with officials from New Philadelphia City Schools about extending water and sewer service to the school district's new bus garage. The garage is located on state Route 416 outside the city limits in Goshen Township.

Because the garage is outside the city, providing the services will require the approval of council.

"We also urged them to find a way to annex the bus garage property into the city," Day said. "Otherwise, the water and sewer rates would be two and a half times the rate for in-city users.

"We agreed that, if council approves the extension, the city would provide the materials necessary, such as pipe and manholes, but the school district would have to pay the costs for engineering design and construction."

The information will be taken to the school board to consider.

The mayor announced that the New Philadelphia Fire Department will hold a push-in ceremony for its new Pierce ladder truck at 1 p.m. April 22.

Purchase of the $1.8 million truck is being financed by the First Federal Community Bank with a 20-year loan.

The new truck replaces the old ladder truck, which was sold to a fire department in Kansas. Day said the old truck was more than 20 years old and was frequently out of service to be repaired.
