NEW YORK (Reuters) -The United States unilaterally blacklisted Libya's Kaniyat militia and its leader on Wednesday after Russia last week prevented a U.N. According to a 53-page report released earlier this year by Amnesty International, the court has been used as “a weapon of repression” to imprison peaceful critics, activists, journalists, clerics and others.
