Martin Fayulu, the runner-up in the Democratic Republic of the Congo's presidential election, pledged to launch a formal fraud complaint in a dispute that could reawaken violence in the nation, where millions have died in civil wars since the 1990s. Pre-election polls predicted a landslide win for Fayulu.
