Pike County man convicted of child sexual abuse
MILFORD, PIKE COUNTY (WBRE/WYOU) — A Pike County man was found guilty of charges relating to child sexual abuse material.
According to Pike County District Attorney Ray Tonkin, Andrew J. Dougan, 35, of Tamiment, Pike County, was found guilty of twenty-three charges related to sexual abuse of a minor in October and November 2017.
Dougan was convicted on multiple felony charges including involuntary deviant sexual intercourse, statutory sexual assault, aggravated indecent assault, unlawful contact or communication with a minor, corruption of minors, possession of child pornography, and one misdemeanor count of endangering the welfare of a child.
District Attorney Tonkin said that Dougan took advantage of a 13-year-old child when in 2017 and engaged in sexual conduct with the minor overtime at a home in Tamiment.

The minor came forward in 2021 regarding the abuse to the Byram Township Police Department in Sussex County, New Jersey.
Detectives from the Sussex County New Jersey Prosecutor’s Office said when investigators learned that the abuse had taken place in Pike County, they notified detectives at the Pike County District Attorney’s Office.
After an investigation, which included a forensic interview of the juvenile Dougan was charged in Pike County.

According to a press release, D.A. Tonkin asked the judge to revoke Dougan’s bail and remand him to the Pike County Correctional Facility pending sentencing on May 3, 2024.
Tonkin said Dougan had been previously convicted of homicide by vehicle while DUI in Monroe County in 2011 and a subsequent felony DUI in Pike County in 2021, after which the judge agreed and revoked his bail.
Dougan was remanded to the Pike County Correctional Facility while he awaits sentencing. Before his sentencing he will be evaluated by the Pennsylvania Sexual Offender’s Assessment Board to determine if he meets the criteria to be determined a violent sexual predator.
For the three charges of involuntary deviant sexual intercourse, Dougan faces a minimum mandatory sentence of ten years for each count he was convicted on.
