1. Leon's Caribbean Restaurant

Topping the list is Leon's Caribbean Restaurant. Located at 823 E. Warrington Ave. in Allentown, the Caribbean spot, which offers seafood and chicken wings, is the highest-rated affordable chicken spot in Pittsburgh, boasting 4.5 stars out of 53 reviews on Yelp.
