Plan to raze Montrose Holiday Inn and build Sheetz station clears Bath zoning hurdle

A proposed Sheetz and a Texas Roadhouse are one step closer to coming into Montrose.

Bath trustees unanimously approved rezoning the property at 4073 Medina Rd. from B-3 to B-2, which will allow for the construction of the Sheetz, a Texas Roadhouse, plus a third establishment. The property currently has the Holiday Inn Akron West, which is still in operation but would be closed and razed if the plan gains final approval. The land also includes the now-closed Hyde Park Steakhouse.

Osborne Capital Group 77 Development in Mentor asked the Bath Township Trustees to change the zoning on the 5.2 acres at 4073 Medina Road near Springside Drive, from B-3, which is more for office development, to B-2, which is more for commercial development.

Some residents have spoken out against the plan, raising concerns about increased traffic and the number of gas stations and restaurants already in the Montrose area.

Vito Sinopoli, the township administrator, said officials from Osborne Capital Group 77 Development told him it will take up to 60 days to finalize the purchase of the property.

"A site plan has already been developed, so the next step after the property purchase is submission of a tax Increment financing proposal to the township for consideration," Sinopoli said. "The TIF would be used to finance public infrastructure improvements involving a recommended turn lane on Springside Drive."

According to information from the Federal Highway Administration, a TIF creates funding for public or private projects by borrowing against the future increase in the anticipated property tax revenue.

Robert Konstand, the legal representative for the township, said in a previous interview that the proposal calls for a 75% tax reduction over 10 years on any new development on the property.

County officials would have to give the final approval to any TIF agreement, Konstand said.

If the TIF is approved, it would be the township's first agreement of this nature.
