Planned communities, affordable housing zoning all come before Clarksville City Council

The relatively new Planned Unit Development (PUD) property zoning classification for Clarksville is up for consideration in one of numerous rezoning cases before the city council Thursday.

The council will meet in regular monthly session at 6 p.m. on Public Square to consider on the first of two readings, among others, the application of Singletary Investments, with Bert Singletary as agent, for a zone change from R-4 Multiple-Family Residential District to PUD Planned Unit Development Residential District.

The site is two lots on 4.42 acres, located south of the Professional Park Drive and Stowe Court intersection.

Singletary says the proposed land use as described on the preliminary PUD plan will provide a buffer between the surrounding mixture of land uses.

The PUD zoning classification goes an extra step beyond traditional zoning classifications that are on the books, in that it guides the mixed land uses for neighborhoods.

Both the Regional Planning Commission voting body and the planning staff are recommending approval of the zone change.

Other rezonings proposed

Other rezonings requested for first-reading consideration by the city council in June include:

• Application of Reda Homebuilders Inc. for a zone change from R-1 Single-Family Residential District to R-4 Multiple-Family Residential District.

The location is a tract on 10.18 acres at the eastern terminus of Cave Springs Road. The applicant says this is an extension of the existing zone classification from the north and east.

While the planning staff recommends disapproval on this rezoning, the RPC voting body is recommending approval.

• Application of Tanner Properties. with Akshar Patel as agent, for a zone change from R-1 Single-Family Residential District to C-2 General Commercial District and R-4 Multiple-Family Residential District.

The site is a tract on 10.17 acres on the north frontage of Rossview Road, 1,000 feet west of the Rossview and Powell roads intersection.

The request is to allow for a mixed-use development with commercial uses along Rossview Road and multi-family on the north side of the property.

Both the RPC and planning staff recommend approval.

• Application of William T. Clayton for a zone change from C-2 General Commercial District to C-5 Highway & Arterial Commercial District.

The site is close to 2 acres in the southeast corner of the South Riverside Drive and Barker Street intersection.

The request is to change to C-5 commercial, to get an auto dealer's license to purchase vehicles to fix, sell and use for parts. Clayton adds that the property has been functioning as C-5 businesses for over 20 years.

However, both the RPC and planning staff recommend disapproval of this rezoning.

• Application of Hunter Winn and Jamie Wallace for a zone change from R-3 Three Family Residential District and R-4 Multiple-Family Residential District to R-6 Single-Family Residential District.

The property on 0.69-acre is on the west frontage of Greenwood Avenue, 365 feet south of the Greenwood and Woodard Street intersection.

Both the RPC and planning staff recommend approval.

• Application of Michael Joseph, with Christian Black as agent, for a zone change from R-2 Single-Family Residential District to R-6 Single-Family Residential District.

The location is 1.1 acres at the northeast corner of the Paradise Hill Road and Seay Court intersection.

The request is to facilitate redevelopment of this large lot into new affordable housing.

Both the RPC and planning staff recommend approval.

• Application of Robert C. Roylance, with Bobby Powers as agent, for a zone change from M-1 Light Industrial District to CBD Central Business District.

This is for a 1.5-acre parcel at the southeast corner of the Spring and McClure streets intersection, as well as the southwest corner of the McClure and Wilcox streets intersection.

The applicant says the current zoning of M-1 is no longer viable in this area. CBD would allow for mixed-use redevelopment and this would be an extension of the CBD from the west and east.

Both the RPC and planning staff agree, recommending approval.

• Application of George Kennedy III, with Richard Garrett as agent, for a zone change from AG Agricultural District to R-2 Single-Family Residential District.

The site is 14.3 acres on the southwest frontage of Kennedy Lane, 770 feet northwest of the Kennedy Lane and Heatherwood Trace intersection.

The applicant wants to rezone this parcel from AG to R-2 to build between 35 and 45 single-family homes on 60-feet-wide lots.

Homes would be 2,800 square feet or larger to complement the existing homes in the Meadows of the Hearthstone subdivision behind it. Kennedy also said the development will maintain a buffer for their privacy.

Both the RPC and planning staff recommend approval.

• Application of Antonio & Keisha Jefferson for a zone change from R-3 Three Family Residential District to R-6 Single-Family Residential District.

The site is two parcels on 0.53-acre at the northeast corner of the Carpenter and Ford streets intersection.

Applicants say this property is being rezoned to provide single-family affordable housing lots to help meet the current need of the city.

Both the RPC and planning staff recommend approval.

• Application of J & N Enterprises Inc. for a zone change from R-4 Multiple Family Residential District to R-6 Single-Family Residential District

The parcel on 1.14 acres is on the south frontage of Powers Street, 125 feet west of the Powers and Peach streets intersection.

Applicants say this is a perfect area for affordable homes.

Both the RPC and planning staff recommend approval.

• Application of Jeff Jerles and Paul Jerles, with Syd Hedrick as agent, for a zone change from C-5 Highway & Arterial Commercial District to R-4 Multiple-Family Residential District.

The 11.6 acres are at the northwest corner of the state Highway 374 and Pea Ridge Road intersection, and also at the eastern terminus of Del Ray Drive.

The applicants say the portion of the property at the corner of Pea Ridge and 374 is well suited for the current C-5 zoning, and they add that, the remaining property offers a good opportunity for an R-4 zone change to be used as a buffer for adjacent property, as well as offering affordable housing options in the area.

Both the RPC and planning staff recommend approval.

• Application of Nancy Bagwell, with J. Chris Fielder as agent, for a zone change from R-1 Single-Family Residential District to C-5 Highway & Arterial Commercial District.

The 1.1 acres is on the west frontage of Old Russellville Pike, 1,270 feet south of the Old Russellville and Hickory Trace Road intersection.

The applicant wants to rezone from R-1 to C-5 to combine it with an existing-zoned C-5 automotive dealership next door, to the north and west.

Both the RPC and planning staff recommend approval.

• Application of BJ Properties for a zone change from C-5 Highway & Arterial Commercial District to R-4 Multiple-Family Residential District.

The 6.63 acres is on the western frontage of Denny Road, 455 feet south of the Madison Street and Denny Road intersection.

The applicant says Denny Road is not considered a highway arterial, making C-5 an inappropriate zone classification for the property. It is contended that R-4 would be more suitable zoning and less of an impact for the area.

Both the RPC and planning staff recommend approval.

• Application of Bruce McGaha Ritter for a zone change from R-1 Single-Family Residential District to R-5 Residential District.

The 3.84 acres are at the northwest corner of the Needmore Road and Thrush Drive intersection.

The request would allow the development of a townhome community.

However, both the RPC and planning staff recommend disapproval for this case.

• Application of Norma Jerles, with Todd Morris as agent, for a zone change from C-5 Highway & Arterial Commercial District to R-4 Multiple-Family Residential District.

The 4.06 acres are on the south frontage of Needmore Road, 640 feet west of the Trenton and Needmore roads intersection.

The applicants are wanting to build a multifamily development.

Both the RPC and planning staff recommend approval.
