Plymouth appoints new police chief after nationwide search

PLYMOUTH - Kenneth Ruggles will become Plymouth's chief of police on May 15.

Deputy Chief Matthew Starker has been interim chief since Jeffrey Tauscheck ― who was appointed chief in 2007 ― retired last May.

The Plymouth Police and Fire Commission, a five-citizen commission, appointed Ruggles after a nationwide search that turned up more than 30 applicants.

The Police and Fire Commission narrowed the pool to four candidates with the help of a professional recruitment firm, GovHR USA, and then chose Ruggles after discussions with community stakeholders, city staff, and police and fire department staff.

Ruggles graduated from Judson University in Elgin, Illinois, in 2007 with a bachelor's degree in management of criminal justice agencies and has 28 years of law enforcement experience.

He has served as a patrol commander, deputy director of an emergency management agency and commander of community services in Plainfield, Illinois, and has been the commander of administration for the Plainfield Police Department since 2020.
