PORTSMOUTH — The Portsmouth community can now access the Annual Comprehensive Financial Report and the Popular Annual Financial Report for Fiscal Year 2021 on the city's website. The city prepares the two documents following the close of each fiscal year under the guidance of Director of Finance and Administration Judie Belanger.
The Annual Comprehensive Financial Report is the city’s official, audited “full financial disclosure” reporting on the financial health of the city. The PAFR, based on the Comprehensive Report, offers the community an engaging and easy-to-understand summary report to help citizens better understand the city’s audited financial statements.
Both documents are posted at www.cityofportsmouth.com/finance/proposedadopted-budgets-and-financial-reports which allows the reports to contain live links to resources for additional information.
The Finance Department has included a “How To” document: https://files.cityofportsmouth.com/finance/fy21/HowtousePAFR21.pdf to help the public navigate the document’s unique interactive features.
For those who cannot access the reports online, print copies are also available at City Hall, the Portsmouth Public Library and the Senior Activity Center. The City Finance Department has a limited number of the print version of the PAFR available on request.
In presenting the two reports to the public, Belanger noted, “The Finance Department works continuously to offer a transparent view into the city’s financial position. We hope the citizens of Portsmouth utilize the PAFR as a document to help explain the more complex aspects of the financial statements.”
