Two 18-year-olds arrested after shooting in Norfolk cemetery involving Portsmouth officer

An 18-year-old was shot in a Norfolk cemetery Friday as officers tried to apprehend “a violent offender,” Portsmouth police say.

The shooting occurred just before 12:40 p.m. in the 1000 block of East Indian River Road, the location of Riverside Memorial Park cemetery in the Campostella neighborhood. At least one Portsmouth police officer was involved in the incident.

The 18-year-old, identified by police at Malachi Elliot, sustained a gunshot wound that was not considering to be life-threatening. He taken to a hospital for treatment, according to a news release from Portsmouth police.

Elliot, who was wanted for contempt of court, is now charged with grand theft auto, possession of a firearm by a felon and attempted aggravated murder of a law enforcement officer.

During the incident, officers arrested another 18-year-old, Cedric Davis Jr. Davis had outstanding warrants across Portsmouth, Norfolk and Virginia Beach for charges of failure to appear in court, possession of a stolen automobile, use of a firearm and two counts of carjacking.

Interim Police Chief Stephen D. Jenkins declined to comment on why Portsmouth officers were in Norfolk. He also declined to specify how many officers were involved in the incident.

No officers were injured in the incident.

Portsmouth police said the Virginia State Police would be investigating the incident, a standard practice in the state when police officers shoot someone. No further information has been made available.
