Prepared capture of Luhansk Oblast and Kyiv: Security Service of Ukraine collects evidence against two Russian generals

The Security Service of Ukraine (SSU) has sent an indictment to the court against Colonel-General Aleksandr Chaiko, the Commander of the Eastern Military District of the Russian Federation; Major General Esedulla Abachev, the Commander of the 2nd Army Corps of the People's Militia of the LPR [so-called Luhansk People’s Republic] has been notified of suspicion, too.

Details: According to the investigation team, Chaiko directly participated in the planning, preparation and invasion of northern regions of Ukraine in the early stages of the Russian Federation’s full-scale aggression.

Heading the "East" occupation group, he directed the actions of subordinate units during the attempt to seize Kyiv, the SSU states.

"To avoid being hit during the counteroffensive of the Armed Forces of Ukraine, the Russian General set up his headquarters in a captured kindergarten in the village of Zdvyzhivka, Bucha district. And in the stadium of one of the local schools, he rewarded his subordinates for committing war crimes in Kyiv Oblast," the SSU notes.

Based on collected evidence, the high-ranking official of the Russian Federation is accused of the following crimes:

  • P. 3 Art. 110 (encroachment on the territorial integrity and inviolability of Ukraine),

  • P. 2 Art. 437 (planning, preparation, initiation and waging of an aggressive war) of the Criminal Code of Ukraine.

The Security Service of Ukraine also collected evidence of Eseddula Abachev's war crimes.

At the beginning of the full-scale invasion, he was appointed to the post of commander of the 2nd Army Corps of the People's Militia of the LPR, which is subordinate to the 12th Reserve Command of the Southern Military District of the Russian Federation.

"The attacker directed the actions of the invaders on the eastern front. His presence and participation in combat operations against Ukrainian troops in the areas of Sievierodonetsk, Lysychansk, Kreminna, Rubizhne and other settlements of Luhansk Oblast are documented," the SSU states.

For committing war crimes in Eastern Ukraine, he was awarded the title of Hero of Russia and Hero of the LPR, by the decision of top leaders of the Russian Federation.

SSU investigators notified the perpetrator of suspicion under the following articles of the Criminal Code of Ukraine:

  • p. 3 Art. 110 (deliberate actions aimed at changing the borders of the territory of Ukraine in violation of the procedure established by the Constitution of Ukraine, which led to the death of people and other serious consequences);

  • p. 2 of Art. 28, Part 2 of Art. 437 (planning, preparation, unleashing and waging of an aggressive war by a group of persons).

Pre-trial investigations were conducted by employees of the Main Investigative Department of the Security Service of Ukraine, investigators of the SSU in Donetsk and Luhansk oblasts under the procedural guidance of the Office of the Prosecutor General and the Luhansk Oblast Prosecutor's Office.
