“An important political and diplomatic event took place in the Office today,” he said.

“A plan for the establishment of a Special International Tribunal to punish Russia for the crime of aggression against our state was presented to the ambassadors of 30 states – our partners.”

According to Zelenskyy, the difficulty of prosecuting Russia for this crime is that the existing international legal instruments are not up to the task.

The Ukrainian president said he has no doubt that the tribunal will be held.

“And we’re working on this plan in great detail, meticulously,” he said.

“I have no doubt this tribunal will take place. Everyone who unleashed this criminal war against Ukraine and freedom in Europe will be held to account.”

President Zelenskyy called for the establishment of just such a tribunal during his video address at the UN General Assembly on Sept. 21.
