"Specifically, the investigation found that Governor Andrew Cuomo sexually harrassed current and former New York State employees by engaging in unwelcome and non-consensual touching, and making numerous offensive comments of a suggestive and sexual nature," James said.
James's office opened an investigation into Cuomo after several women accused him of misconduct.
The attorney general deputized two attorneys, including a formal federal prosecutor, to probe the matter.
Cuomo, a Democrat, has denied any wrongdoing.
