The definition is broad, but of course it includes healthcare and first responders, as well as people who work in grocery, food production, pharmacy, retail, transportation, and public works. Car repair shops can remain open. Restaurants can remain open, as well, if they sell food for takeout or delivery only. Houses of worship can remain open, but they are subject to the same limit as other gatherings of no more than 10 people.
