Rainbow Bridge car explosion: Governor statement on terror probe as two die at US-Canada border crossing

Two people are dead following a vehicle explosion at the US-Canada border crossing at Niagara Falls, law enforcement sources have said.

The explosion on Wednesday took place on the famed Rainbow Bridge temporarily shuttered border crossings between the US and Canada in the area.

The incident involved a vehicle on the US side of the border. The vehicle reportedly hit a curb and became airborne before combusting in an explosion, according to the FBI field office in Buffalo, New York.

The blast temporarily closed the Peace Bridge, Lewiston-Queenston Bridge, Whirlpool Bridge and Rainbow Bridge crossings between the US and Canada. Buffalo Airport also closed to international flights in response to the incident.

But New York Governor Kathy Hochul later told a press conference that there was “no sign of terrorist activity” following the incident. Three of the four cross-border bridges were later reopened.

Governor stops short of declaring fiery Rainbow Bridge crash an ‘accident'

In Wednesday night’s press conference, New York Governor Kathy Hochul said she would not go so far as to declare the blast an “accident” just yet as the probe continues.

But, she said that the two people killed were local residents and that there was no evidence of terrorism at this time.

“I want to be very, very clear to Americans and New Yorkers, at this time there is no indication of a terrorist attack,” she said.

“No indication based on online threats or anyone taking credit for this – at this time. It’s still unfolding. But I didn’t want to leave the public with any uncertainty.”

She added: “Based on what is happening in the world, everyone is on edge. This is an international border. I won’t call it an accident yet. All we know is there was a horrific incident, a crash, a loss of life - but at this time: no known terrorism activity.”

The FBI’s Buffalo division also released a statement saying that no explosives had been found at the scene and that “no terrorism nexus was identified”.

The investigation has since been turned over to the Niagara Falls Police Department as a traffic investigation, the bureau said.

Video footage released by US Customs and Border Protection show a vehicle travelling at extremely high speed become airborne at the US-Canada border crossing.

On Wednesday, New York Governor Kathy Hochul said the footage was “rather extraordinary” and that it would make “your jaw drop in disbelief”.

The deadly fireball crash at the Rainbow Bridge is now believed to have involved a local New York man and his wife who had ill-fated plans to attend a KISS concert over the border in Canada on Wednesay night.

Law enforcement sources told CNN that the couple, who have not been identified but are said to live in western New York, were travelling in their speeding Bentley when the car rammed into the crossing between the US and Canada and burst into flames.

The blast instantly sparked fears of a terrorist attack and prompted Canadian and New York officials to briefly shutter all border bridges between the two nations and ground planes at nearby Buffalo Airport.

Hours later, the FBI and New York Governor Kathy Hochul said that there was no signs that the incident was terror-related.

Instead, the investigation so far indicates that the couple were planning to cross the border to go to a KISS concert in Toronto that night.

New details are emerging about the two people killed in the vehicle explosion at the US-Canada border crossing at Niagara Falls on Wednesday.

Law enforcement sources told CNN that a local New York man and his wife, who have not been identified, planned to attend a KISS concert in Canada but the gig was cancelled.

The pair spent the night briefly visiting a casino near the border before the speeding Bentley they were travelling in rammed into the crossing at Rainbow Bridge, the sources said.

It is unclear what led to the crash – whether it was intentional or accidental – however authorties have said there is no sign of it being a terrorist act.

FBI: No explosives found and no signs of terrorism

The FBI has said that no explosives have been found at the scene and that there is no indication that the car blast was an act of terrorism.

In the latest statement from the bureau’s Buffalo office – at around 10pm ET on Wednesday – the FBI said that the investigation at the scene was complete.

“A search of the scene revealed no explosive materials, and no terrorism nexus was identified. The matter has been turned over to the Niagara Falls Police Department as a traffic investigation,” the statement read.

New York City mayor Eric Adams said on Wednesday that officers from the New York Police Department (NYPD) had been sent upstate to assist with operations on the ground at Niagara Falls, despite Thanksgiving looming.

Mr Adams wrote on X that New York City residents would see increased police presence on Thursday for the holiday celebrations.

“The NYPD and our team have been closely monitoring the situation on the ground in Buffalo after an explosion at the Rainbow Bridge, and we’ve already sent NYPD officers upstate to support efforts on the ground,” he wrote.

“The NYPD and our partners have already enhanced security, and the city is on heightened alert due to the upcoming holiday, so the public will see increased security at locations across New York City, including entry and egress points into and out of the city.

“We have also reached out to, and are in ongoing communication with, partners from across different levels of government to assist with this effort. Our number one priority is, and always will be, the safety of New Yorkers.”

‘It was like something you’d see in Hollywood’ says bystander

Witness Rickie Wilson, a 65-year-old tour guide and DJ, said the crash looked like something out of a Hollywood movie.

Mr Wilson, who saw the speeding car leave the ground as it crashed, told The New York Times: “It hit a concrete barrier and went up.

“It came down and hit an inspection booth. Then there was a lot of black smoke, and then a fire.”

He added: “I know I sound crazy, but the car was in the air. And not three or four feet in the air. It was like something you see in Hollywood.”

FBI Special Agent-in-Charge Matthew Miraglia said at a news conference on Wednesday that there were “no indications of a threat of terrorism” following the Rainbow Bridge crash.

Asked why he believes there isn’t a threat of terrorism, Mr Miraglia said, “We do have someone in mind for it and we’re working through it through the JTTF [Joint Terrorism Task Force].”

He added: “We do not have any derogatory information on this person that we’ve identified, we’re scanning his social media, there’s nothing there, we’re still running a full investigation so that’s a preliminary assessment.

“We feel, at this point, this might be just something that occurred, there’s no larger picture here to look at for now.”

New York Governor Kathy Hochul said footage she had seen of the incident at the US-Canada border crossing was “rather extraordinary”.

At a press conference on Wednesday, Ms Hochul said that watching the footage of the vehicle, which was travelling at a “high rate of speed” would make “your jaw drop in disbelief”.

Speaking about the driver, she told reporters the individual “was most likely in that vicinity prior to the high speed... [an] extraordinarily high rate of speed that led to the crash... that sent the vehicle airborne.”

She added: “When you see this video, your jaw will drop in disbelief at how this went so high over a an eight foot high fence. It’s rather extraordinary.”

Driver of vehicle was New York resident

In a press conference earlier, New York Governor Kathy Hochul said that the driver of the vehicle was a “western New York resident”.

Ms Hochul said that she could not confirm reports that the vehicle had been travelling from a nearby casino to Toronto, adding: “but there is suspicion that the vehicle may have originated in that vicinity”.

CNN reports that authorities have identified the registered owner of the vehicle involved in the incident on the Rainbow Bridge.

A video canvass of the surrounding area in the hours before the incident found that the car appeared to have been at a nearby New York casino before approaching the border.

The FBI is working to identify the bodies of the dead occupant or occupants in the car and see if there's any evidence of explosives, sources told CNN.

The outlet reported that authorities are trying to determine whether the car is registered to the driver at the scene, but the condition of the remains has made it difficult for authorities to determine the identity of the driver. The condition of the remains has also cast doubt on whether there were indeed one or two people in the vehicle at the time of the explosion.

Citing three law enforcement officials with knowledge of the matter, who spoke on condition of anonymity to the outlet, the Times reported that investigators believed the explosion resulted from the impact of the collision.

Contrary to earlier reports that stated that the vehicle had been directed to a secondary checkpoint, CNN now says that as the car headed towards a checkpoint area it accelarated to a “high rate of speed”, hit a curb and became airbourne before hitting a secondary checkpoint.

Officials told CNN say there is currently nothing to indicate an ongoing threat.

Thick smoke, flames and a singed security booth could be seen in photos and video taken by bystanders and posted on social media. Videos showed that the fire was in a US Customs and Border Protection area just east of the main vehicle checkpoint.

Speaking to WGRZ-TV, witness Mike Guenther said he saw a vehicle speeding toward the crossing from the US side of the border when it swerved to avoid another car, crashed into a fence and exploded.

“All of a sudden he went up in the air and then it was a ball of fire like 30 or 40 feet high,” Mr Guenther told the station. “I never saw anything like it.”

The two occupants of a car that exploded at the US-Canada border crossing at Niagara Falls are dead, a law enforcement source told CNN.

The vehicle had been attempting to enter the US from the Canadian side of the border on the bridge that connects Canada to New York State.
