“On an all-for-all exchange, it has happened in the past, it is a known practice, and it can happen in the Russia-Ukraine international conflict as well,” she said.

“So this possibility is certainly one that can be taken by the parties.”

An earlier exchange of prisoners took place on Dec. 6, with 60 Ukrainian servicemen, including defenders of Mariupol and prisoners of Olenivka, released from Russian captivity.

On Dec. 14, Ukraine returned another 64 of its soldiers from Russian captivity. Ukraine also managed to release U.S. citizen Suedi Murekezi.

Ukrainian military intelligence chief Kyrylo Budanov, announced in late September that Ukraine was working on an “all-for-all” prisoner swap, but the process was rather difficult.
