Resident planning luxury apartments

Aug. 16—CLOVIS — New housing construction is on the uptick in Clovis.

Developer Brenner Campbell, owner of Brenner Investments, and a Clovis resident, is planning to construct 200 luxury apartments on an 11-acre site at the northeast corner of Main Street and Townsgate Plaza in Clovis. The Development, Sendero Luxury Apartments, in its first phase will contain 64- one, -two and -three-bedroom units.

The building permits are filed with the city, Campbell said, and the project is expected to break ground in the next two weeks. He expects to close on the loan this week.

Campbell said the first unit will be ready for occupancy March 1.

The first phase of the complex is projected to be completed next August, he said.

"I'm excited to be providing the newest apartment community that Clovis has seen in seven years," he said. "The first phase will be a $9 million investment into Clovis."

Campbell, an Air Force chaplain with a background in real estate, got the idea for the development when he was assigned to Cannon Air Force Base in August of 2020, he said.

"I immediately realized there was a significant need for really good housing in Clovis that provides the nice amenities military members would be used to receiving at virtually every other base," he said.

Daron Roach, building safety director for the city of Clovis, said housing construction in Clovis is increasing.

Roach said the city is seeing some subdivision construction that "we've not seen for years and years and years." Ballpark figure, "we are looking at" about 1,200-1,300 new lots for home construction in the next five-to-eight years, he said.

Campbell said he is transitioning out of active duty and going into the Texas Air National Guard.

He attended Baylor University in Waco, Texas, earning a degree in religion and also one in business real estate.

He said he joined the Air Force Reserves as a chaplain in 2010, but was called into active duty in 2014. He served in Afghanistan and the Middle East several times, which meant he had to put his development business on hold for a time.

Campbell said he has developed $40 million in multi-family and single- family properties over the years.

The first phase of this new apartment development will be located on the eastside of the property and span four acres, he said.

The apartment buildings will be built to the National Green Standard, he said.

"We're in a day and age of rising costs for fuel supply and electric supply and anything we can do to lessen that burden on our residents' use of natural resources — that's an extreme positive," he said. "We're doing xeriscape landscaping to conserve water and we're also exploring the possibility of integrating" solar panels into the buildings.

The apartments will have "high-end finishes," polished concrete floors and granite countertops, he said.
