Revitalization Phase 1 begins this Monday

Jan. 27—Palestine's Downtown Revitalization Project begins Monday, Jan. 29. After years of strategic planning, and minor setbacks due to inflation and rebidding, the city is online to begin its first phase of the three phase project.

The $10 million Downtown Revitalization Plan was established by the Palestine City Council in 2019. The council approved certificates of obligation to fund the plan in 2021.

Schaumburg & Polk, Inc. was selected to provide professional services, including design, bidding, construction administration and construction review.

In 2023, Tegrity was awarded the contract to lead the first phase of construction.

The plan focuses on improving the downtown area to increase tourism, while being mindful of the best possible ways to reduce the impact on downtown businesses and visitors during construction.

According to City Manager Teresa Herrera, Tegrity recently conducted a meeting with all business owners who will be directly affected by the first phase of construction. She said this engagement is part of the city's commitment to foster open communication and ensure that all stakeholders are well-informed throughout the process.

The initial phase, which focuses on N. Sycamore and Main Street, is expected to take approximately a year and a half for completion, and will play a crucial role in the overall success of the revitalization initiative.

"To facilitate systematic progress, Phase 1 will be divided into six distinct stages, each addressing critical aspects of the downtown infrastructure," Herrera said. "The comprehensive scope of work includes the installation of new water lines, sewer lines, sidewalks and streets, effectively transforming the area from sidewalk to sidewalk.

"Specifically, Phases 1 and 2 will focus on N. Sycamore St. from W. Spring Street to W. Crawford Street. This extensive undertaking involves a range of activities, such as demolition, installation of sanitary sewer and stormwater systems, water distribution improvements, pedestrian paving enhancements and road construction."

Many in the city are excited to finally be kicking off this project.

"Although this project was approved before I was mayor, it is a much needed project," said Mayor Mitchell Jordan. "The construction process may have a few drawbacks that affect both our residents and business owners, like traffic and parking, however, once this project is finished, it will be a great investment for our city.

"The can is no longer being kicked down the road anymore. This is the oldest portion of our city and it is in need of some updates and renovations. We hope people will be patient with the city throughout this process."

We know construction always comes with challenges, but the short term inconvenience of detours and parking a little farther away will be worth the long term gains."

"I fully back the city in the project," said Linda Dickens, who owns Charles E. Dickens Fine Jewelry & Gifts with her husband. "It's going to be tough for the downtown businesses for a few months, but it's a project that needs to be done and will have a great impact on the downtown business district in the long run."

Drivers are advised to proceed with caution in the area and to watch for road closures.

"Given the magnitude of this project, it's crucial to note that street closures are anticipated during the construction period," Herrera. "We sincerely appreciate the community's patience and understanding as we embark on this transformative journey to revitalize and modernize our downtown."

Herrera said throughout the construction, regular updates will be provided to keep everyone informed about the progress and any potential disruptions.

Businesses in the construction area will remain open for normal business hours, but some may use secondary entrances or parking areas. If you require special assistance with building access, you are asked to contact the merchant for the latest information.
