Rezoning would allow multi-family housing near Needmore-Hazelwood roads

More multi-family housing development could be coming to the area of busy Needmore and Hazelwood roads under a rezoning plan that goes before the Clarksville City Council in August.

The council will consider the application of William Belew for a zone change from R-1A Single-Family Residential District to R-4 Multiple-Family Residential District.

This 20.6-acre tract is on the east frontage of Needmore Road, east of the Needmore Road and Beckett Drive intersection, also fronting on the south frontage of Hazelwood Road, 400 feet east of the Hazelwood and Needmore roads intersection.

The request is to allow for multi-family development, a zoning classification that typically includes apartments or condos.

The city's planning staff and Regional Planning Commission both recommend approval of the rezoning.

Other proposed rezonings in August include the following:

Application of Byard & Mabry Holdings, LLC for a zone change from AG Agricultural District and R-1 Single-Family Residential District, to R-2 Single-Family Residential District.

This 8.5-acre tract is on the south frontage of Ringgold Road, 440 feet east of the Ringgold Road and Brentwood Circle intersection.

The applicant requests an extension of adjacent R-2 zoning "so that it is the same (zoning) of the tract of which (the) subject property is a portion." Developer Lawson Mabry says the concept involves adding a second entrance into the site.

Also, the applicant "intends to submit a preliminary plat on the entire tract after zoning is approved."

The city council has final authority on it. The planning staff and Regional Planning Commission recommend approval of the rezoning.

Application of AVA Homes LLC, with Bryan Gerwitz as agent, for a zone change from R-2 Single-Family Residential District to R-6 Single-Family Residential District.

The proposed location on 0.6-acre is on the south frontage of Caldwell Lane, 385 feet east of the Caldwell Lane and Robert Street intersection.

The request is for redevelopment of this large parcel into affordable housing lots. The city council has final authority on it. The planning staff and Regional Planning Commission recommend approval of the rezoning.

The 0.13-acre site is on the south frontage of Lynes Street, 240 feet west of the Greenwood Avenue and Lynes Street intersection.

The request is to create an affordable single family lot.

Application of Dominus Properties LLC for a zone change from R-3 Three Family Residential District to R-6 Single-Family Residential District.

The 0.17-acre site is on the east frontage of South 11th Street, 490 feet south of the Commerce and South 11th streets intersection.

Application of M Ireland LLC for a zone change from R-1 Single-Family Residential District to C-5 Highway & Arterial Commercial District,

These 11.2 acres are on the south frontage of Dover Road, 1,600 feet west of the Dover and Liberty Church roads intersection.

The applicant says rezoning to C-5 as commercial uses would "conform to Dover highway needs."

The county commission has final authority on it. The planning staff and Regional Planning Commission recommend approval of the rezoning.

Application of Kevin and Gwen Griffy for a zone change from R-1 Single-Family Residential District to AGC Agricultural Commercial District.

The 5 acres are on the south frontage of Keese Road, 2,315 feet west of the River Road and Keese Road intersection.

The applicant says a barn on the property will be transformed into a venue for gatherings, weddings, corporate meetings and a nearby church.

The county commission has final authority on it. The planning staff and Regional Planning Commission recommend approval of the rezoning.
