Rezoning appeal for new subdivision off Richland Road denied by Boone County Commission

An approximately 145-acre Boone County residential development will have to go back to the drawing board after rezoning of the property was denied by the Boone County Commission on Tuesday.

D Who Land LLC had sought to rezone the property off 8100 E. Richland Road for what would have been known as the Five Pines Subdivision. It would have included up to 345 residential lots. It currently is zoned as agricultural land instead of planned single-family residential.

The county's planning and zoning commission previously unanimously denied the rezoning. Despite tweaks to plans, it was still denied by the commission on appeal.

Concerns were raised by the planning and zoning commission, Boone County Commission members and the public regarding flooding possibilities, increased traffic and road conditions.

The City of Columbia's planning and zoning commission at its Aug. 18 meeting will consider a similar development off 7101 E. Richland Road. Much like the proposed county development, it would have upward of 300 residential lots.

While Richland Road is serving as an arterial roadway, it was not built as such, said Janet Thompson, District II commissioner representing northern Boone County.

A vote on the county rezoning, review plan and preliminary plat was tabled by the Boone County Commission at its June 28 meeting while developers reworked plans. The changes were not enough for the commission.

In recent years, the county and City of Columbia have redeveloped roads and intersections to account for the increased volume of traffic that would be expected once a new housing development is in place, said Presiding Commissioner Dan Atwill. Thompson mirrored this statement.

It would be better served to improve Richland Road, including at the intersections with Grace Lane and St. Charles Road, before a housing development is approved, was among the county commission's consensus for denial.
