Richard Bland College provost leaving to helm nonprofit advocacy group in Henrico County

RICHMOND — The provost of Richard Bland College has left his position to become the president and CEO of a Henrico County-based nonprofit group.

Dr. Tyler Hart's first day as the head of CA Human Services will be Aug. 1. He succeeds Jessica Philips, who retired after 20 years with the organization.

CA Human Services, whose headquarters are on Parham Road in western Henrico, is an association that advocates community inclusion for Virginians with developmental disabilities through services such as preparation for independent living and preschool inclusion programs.

Hart had been with RBC since 2008, starting out as coordinator of financial aid, and was also the college's chief administrative officer over such areas as security, development and information technology. He was named provost last year.

According to a statement from CA, Hart's record at Richard Bland played a big role in his hiring, specifically his work in developing RBC's strategic plan in the areas of enrollment, program delivery and operations and resources. The statement cited Hart's leadership in the school's Exceptional Student Experience program pairing RBC students with a mentor who will guide them from the moment they set foot on campus for the first time until they graduate.

"Dr. Hart led a team that successfully implemented a predictive analytical tool, using business intelligence along with a case management approach," CA said in the statement.

Hart received his bachelor's degree in business administration from Longwood University in Farmville, his master's in business administration from Averett University in Danville and his Ph.D in leadership from Old Dominion University in Norfolk. Before joining Richard Bland, he was a business and financial consultant for several small businesses in the metro Richmond area.

A successor to Hart at RBC has not yet been named.
