Rise & Shine! I’m Scott Barrett, managing editor for The Daily News, and today is Aug. 25, the 237th day of the year — 128 days remain in 2022. On this day in 1962, pop singer Little Eva hit No. 1 on the charts with her song “Loco-Motion.” It was covered by Grand Funk Railroad (1974) and Kylie Minogue (1988) and reached No. 1 and No. 3, respectively.

• The annual Aquapalooza event — described as a party on the water — drew roughly 1,000 vessels to Potter's Cove off the coast of Prudence Island last month. There were a couple of incidents, but for the most part, attendees say it's just a great time.

Still, why doesn't this loosely organized gathering need a permit — from either the Coast Guard or the state Department of Environmental Management — when the language in the law suggests organizers should be required to apply for one? Reporter Zane Wolfang has explored the issue, and you can read his story here.

• On Tuesday, the Newport Planning Board unveiled to the Resident Advisory Committee an early draft of the city's Transportation Master Plan. It won't be available to the general public for another two weeks, but Savana Dunning caught the presentation. Find out what the city is considering here.

A: The answer — and question — comes from a Daily News story written by ex-reporter Sean Flynn in 2018: "The park has been known historically as Richmond field, or more accurately 'The Rich,' since Mary E. Richmond was the last owner of the land before the city acquired it from the executor of her will in 1913."
