• The thing about technology is it kind of does whatever it wants, when it wants, and there is little you and I can do about it. As I’m sure most of you noticed, the Rise & Shine! edition for Aug. 22 went out this morning when I had written a perfectly good Aug. 23 newsletter — including a killer Trivia Tuesday question.

I had to start rattling off emails to the powers that be (the IT department) to get the issue resolved — and as quickly as possible. Perhaps the only good news is I now know some of your wake up with me. The newsletter went out at 7:03 a.m., and by 7:16, I had four emails in my inbox informing me of the letter. • Last month, reporter Savana Dunning brought you the story of Island Adventures, a business launched by Newport natives that offers electric bicycle rentals. Co-owner Nicholas Brownell said he saw a need "to help people get around town and see all that Newport has without sitting in traffic or pay for parking."

A member of the Newport City Council, though, says the city has been "inundated" with the hybrid motorized vehicles and is asking the city solicitor to examine ways to regulate them through an ordinance. Read Savana's follow-up story here.

• Speaking of getting around the city, the Planning Board and Residents Advisory Committee this morning at 11 a.m. will meet and unveil a draft of the Keep Newport Moving transportation master plan. Find the agenda below.

• The Middletown Zoning Board of Review is expected to meet tonight, and among the items on the agenda is the saga over a proposed hotel on Wave Avenue. Though don't be surprised if it gets continued for the billionth time. Find the full agenda below.

• Speaking of development in Middletown, residents can apply to join the Middletown Center Citizens Advisory Committee to "help shape the landscaping, look and elements to give the proposal even more of a Middletown feel." Learn more here.

• Rhode Island’s average gas price fell 11 cents from last week to $4.08 per gallon. That's 45 cents lower than a month ago, $1.03 higher than a year ago and 18 cents higher than the national average.
