Rise & Shine! I’m Scott Barrett, digital editor for The Daily News, and today is Nov. 22, the 326th day of the year — 39 days remain in 2021. On this day in 1963, President John F. Kennedy was shot while driving in a motorcade through the streets of Dallas and died roughly 30 minutes later at Parkland Hospital.

Here & Now

• Communities in Newport County have been inquiring how they should spend federal funds via the American Rescue Plan Act. In Portsmouth, the town received 182 responses to a survey, 90% of which came from residents. Business owners, town employees and members of community organizations also offered thoughts.

So what did respondents say is needed most?

  • 60% said the town should invest in water infrastructure: Improve access to clean drinking water, wastewater and storm infrastructure systems.

  • 53% said the town should invest in broadband infrastructure and internet access.

  • 38% said the town should invest in town infrastructure: Improve roads and make pay-as-you-go investments in needed capital improvements.

  • 28% said the town should invest to improve town parks and recreation facilities.

  • 25% said the town should invest in small business assistance: Help to address the negative economic impacts of the pandemic to small businesses.

• The Portsmouth Town Council also will hear from Good Energy LLC, which is proposing a "Community Electricity Aggregation" plan. If you don't quite know what that means, Newport is mulling a similar proposed.

• Earlier this month, I used this space to mention the Lucy's Hearth annual fundraiser and bring attention to the fine work being done at the Middletown shelter. Reporter Bethany Brunelle took it a step further and spoke with a family that has been staying there for the past year while struggling through the COVID pandemic. • Former Newport Mayor David S. Gordon, who died last week at 83, was remembered by friends and colleagues as man who "dedicated many years of his life to make this a better place to live for all of us." Reporter Sean Flynn has the story.

• The Portsmouth High School football team came up short in its quest to win a Division I championship as the Patriots fell 30-10 to North Kingstown on Saturday at Cranston Stadium. Sports reporter Steve Rogers has the recap here.
