Roundabout No. 16 to be built at Cosgray Road and Woodsview Way
Construction is to begin early next year on a traffic roundabout at Cosgray Road and Woodsview Way, near the Hoffman Farms subdivision and the Hilliard/Ray Patch Family YMCA.
It is to be Hilliard’s 16th roundabout.
The intersection currently has a stop sign for traffic on Woodsview Way.
Hilliard City Council on Oct. 24 adopted a resolution authorizing construction of the roundabout.
Miller Brothers Construction Inc. submitted the lowest and best bid of $3.59 million and was awarded the contract, according to Hilliard Assistant City Manager Dan Ralley.
The company’s bed was “significantly below” the city engineer’s estimate of $4.4 million, Ralley said.
Hilliard received a $1 million grant from the Ohio Public Works Commission that will cover almost 25% of the project’s total cost, Ralley said.
Six companies submitted bids that the city opened Oct. 6, ranging from the low bid of $3.59 million to $4.3 million.
The city has not previously contracted with Miller Brothers Construction Inc. and references were thoroughly investigated, Ralley said.
The contract includes a 10% contingency and sets a maximum not-to-exceed amount of $3.95 million.
Professional services by another company, Prime AE Group, that includes contract administration, construction project management, inspections and material testing, in the amount of $354,000, raises the project’s cost to $4.3 million.
Cosgray Road will be fully closed next summer, while schools are not in session, to complete the project, Ralley said.
The project is expected to be “substantially complete” by mid-August 2023, according to Ralley.
