Who’s running for school boards in Johnson County? Your voter guide to Nov. 7 election

Early voting — also called in-person advance voting — begins Saturday for Johnson County’s municipal and school board elections on Nov. 7. That means any registered voter can cast a ballot before Election Day at an advance voting location.

There are 10 advance voting locations in Johnson County. They are open from 9 a.m. to 3 p.m. on Saturdays Oct. 28 and Nov. 4, and from 9 a.m. to 7 p.m. on Monday, Oct. 30 through Friday, Nov. 3.

This voter guide covers the candidates for school boards in Johnson County.

School board races are nonpartisan. Your local school board plays a role in deciding some district policies and choosing administrators like the superintendent. Here’s our guide to what school boards do in your community.

Residents will also vote on ballot questions and other local municipal races.

How the voter guide works

Click on your district to view candidates’ responses to three survey questions. Candidates are listed in the order they will appear on your ballot.

The Star contacted each candidate multiple times over the past several weeks using contact information provided by the county election office, each respective school board and any contact information we could find on our own that was not otherwise available. We asked that candidates keep their responses to 150 words or fewer.

Those without responses listed under their names did not respond by the deadline.

If you are a candidate and would like to get in touch with us and submit responses still, you can email Allison Dikanovic at adikanovic@kcstar.com. Voters will continue using this tool all the way through Election Day.

A note on editing and fact-checking

Survey responses were not edited and are the candidates’ own words. The Star did not fact-check all of the candidates’ responses.

If you are concerned about misinformation or would like to learn more about some of the issues referenced in candidates’ responses, we wanted to include this past story about how to spot misinformation: How to tell if a politician is lying? A scholar who studies what they say has some advice.

I have represented the Blue Valley constituents as a Blue Valley Board of Education member since 2015. I have been a licensed attorney for over 20 years. In my professional capacity, I work with many of the same issues as the Blue Valley School Board (real estate, public funding, employment, labor unions, bonds, finance, IT, employee benefits, educating employees, governance, contracts, construction, risk, compliance, policies, mental health, and ADA. What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

1. Academic Excellence, 2. Safety and Security, and 3. Fiscal Responsibility.

All children deserve the best education we can provide with the funding we are given, and we have been doing that better than anyone else in the State for the past two decades. We will continue the tradition of academic excellence and build on that success for future generations by hiring and retaining the best teachers and staff. We will continue to educate the community about the legislature’s failure to fund special education fully. Children need a safe environment where they can learn and plan for the next steps in their educational journey. We have created a safe learning environment and will continue to improve our security system by adding strategic equipment and best practices. I will ensure that approved budgets contain only what is needed, including appropriate oversight and regular audits. Clay Norkey

What specific experiences make you the most qualified candidate to serve in this position?

The Blue Valley community demands stable, qualified leadership to build upon our #1 Kansas ranking and Top 1% nationwide standing. My 20 years of tested leadership collaborating, trust-building, and holding staff and myself accountable will be beneficial in keeping the district’s eye on the big picture to continue providing excellent educational experiences for ALL students.I’ve had nine children in or graduate from BV schools. My involvement spans all school levels and includes chairing Blue Valley Rec with eight years as a commissioner, coaching 12 years, serving as bar-association president, and chairing Church of the Resurrection’s Trustees and Church Council.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

The number one question to ask to identify the top three priorities during a prospective school-board tenure is, “What are the most critical areas we need to focus on to promote student well-being, inspire learning, and improve achievement?”

That leads to the following:

1. Creating an environment in which teachers: flock to teach in Blue Valley, remain here throughout their careers, and feel fulfilled and valued.

2. Continuing to provide students with exceptional opportunities to gain both the technical AND relationship skills to thrive in today’s and tomorrow’s worlds.

3. Strengthen our programs that positively impact student learning, including programs for mental health, dyslexia, autism, student safety, and others.

To get there, we must continue looking forward, not back; building upon our tradition of excellence by supporting programs and initiatives that help and inspire every student to become the best version of themselves they can be; and finding innovative solutions to both today’s and tomorrow’s issues that inevitably appear.

Who has endorsed your campaign?

What specific experiences make you the most qualified candidate to serve in this position?

I have lived in this school district for 40 years. I have been a member of the school board for 16 years. I know the history of district well. I have an invested interest in the schools. My daughters all attended and graduated from the De Soto School District. I have 6 grandchildren who attend this school district. One of my daughters teaches at Lexington Trails Middle School.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

Better salaries for staff retention. I always represented staff/teachers to advocate for better pay. The problem is limited budget. We must lobby the State to get better funding for teacher/staff enhancements. We could also investigate improved benefits (i.e. better insurance, 4 day work week). These things could provide a better work-life balance for employees and make the job attractive to qualified individuals.

I am against open enrollment, but we need to be vigilant because it might become a mandate from the state. We must plan to accommodate an influx of students and still maintain quality education keeping patron’s taxes low.

Increase special education funding. We must accommodate diverse learning needs of students in the district and ensure our measures accurately monitor their achievement. We need to support these students so they can get a quality education like their counterparts. For high school students, I advocate for more experiential/technological training opportunities like CTEC.

I have been heavily involved with the De Soto Chamber of Commerce, being the Board Chair for the last 3 years. Growth is coming to De Soto. We have to manage that growth as to not over work our teachers, staff and custodial staff. The low teacher-student ratio was a big advantage to USD 232. I’d like to keep it that way.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

1. Managing Growth. Working with Administration to make sure we do not rush into building new schools too early. We have capacity. I want the people in our district to know that.

2. Taking care of our teachers and staff. How do we address the Para, and custodial staff shortages. We must look at the pay/benefits and try and attract more candidates. I would like to keep our classroom size manageable. If that means hiring more teachers, we should look into that.

3. Keeping our parents involved. Our parents are a huge asset to our district. I want to encourage more parental involvement. Building a bridge between the teachers and parents to support all of our kids.

As an advocate not an activist I am passionate about the right of every student to receive a quality public education. We need leadership and advocacy for every student now. I believe I would be the best candidate to the Olathe Board of Education due to my longstanding effort promoting excellence in public education and my ability to build strong relationships across diverse perspectives. I have a proven track record of bringing decision makers together and advocating for what is best for students and teachers. I will bring that leadership and integrity to the Board.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

Back to Basics - Maintain focus and prioritize the highest academic expectations for all. High academic expectations require making student-focused decisions with our money, our programs, and our curriculum.

Support our Teachers - Every source is telling us of the crisis in teacher retention and I am very concerned that the #1 reason teachers are leaving is lack of support. This is a community conversation and my goal is to foster productive conversations at every level to support teachers and parents in their shared goal of student success.

Fiscal Responsibility - Listen and learn all I can about processes, procedures and policies the Board fulfills. As budget decisions are made, we must be good stewards of taxpayer money. In order for student needs to be met, we need to be accountable to our community for academic success and allocate funds to classrooms/ teachers first.

What specific experiences make you the most qualified candidate to serve in this position?

I’ve seen public education from many angles: former high school English teacher, current substitute, coach, parent, PTO President, volunteer, and advocate. I can wear different hats and look beyond my own point of view. Also, I understand how boards work; I currently serve on several at the city, county, and state levels. In this time of hostility toward public education, I have spoken publicly about my values. I’ve addressed our school board, city council, and county commission, always conducting myself in a respectful and civil manner.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

1) Our children grow and learn best in an environment that is safe, collaborative, and genuinely kind. I am fiercely committed to nonpartisan, pragmatic decision making, always keeping the best interests of our large and diverse district top of mind. I believe respect starts from the top, and I will be an example for our Olathe students.

2) Our schools rely on the amazing team of professionals who work in them to support and nurture our children. I am committed to making sure our team feels valued, is fairly compensated, has access to the resources they need for their mental and physical wellness, and sees investment in their personal career development.

3) Increased access to special education services, made possible by fully funding special education specifically from our state government, benefits all students. I am prepared to advocate in Topeka for the full funding of special education.

What specific experiences make you the most qualified candidate to serve in this position?

When serving in the Army, I was often in high stress situations; making decisions with serious consequences was routine and clear communication was vital. Serving on the school board will require hard decisions and transparency with our community.

As Technology Director, I utilize extensive problem solving and communication skills to move everyone from different approaches across the finish line together. This will be key to serving on our diverse school board. My experience in the last year+ learning deeply about the school board, its functions, and our school system writ large represent my dedication to this role.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

Educator Empowerment: my leadership on the board will support a collegial, collaborative work environment in which our educators know they are the experts best equipped to support our kids in their learning journey. We trust these professionals to educate our children and we must empower them.

Academic Excellence, which I will support by lobbying the state legislature to continue fully funding K-12 schools as well as fully funding special education. In addition, I will support expanding the 21st Century initiative and investing in new technologies for our students.

Safe and Inclusive Schools: Through utilizing PBIS and other proven intervention methods, we can make sure every student is accepted and valued. I support the extension of the School Resource Officer Program currently in place in the district. When I participated in the Citizen’s Police Academy last year I was incredibly impressed by the passion these officers bring to being an SRO.

What specific experiences make you the most qualified candidate to serve in this position?

Alumni of Olathe Schools; I have experience as a Planning Commissioner and HOA Treasurer & President. I hold a Masters of Science in Education degree, with a background in school finance. I am an Certified Emergency Substitute in Kansas, CPR certified and an Olathe CERT volunteer. I have volunteered for Big Brothers Big Sisters and coached youth basketball. I currently work in Finance for a local specialty contractor. I have two daughters in the Olathe Schools, serve on Site Council and am a Certified Leader in Me Parent.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

Transparency- Parents deserve timely and professional communication from school board members. The district needs to represent families, not special interest groups, and be transparent with tax dollars spent. I would like to see the district redirect to Performance Based budgets.

Engagement- Our goal should be to create life long learners. Focus on how to think to be problem solvers, not WHAT to think. We are missing a lot of application because many children are behind in the basics of reading, math and/or science.

Prosperity- Whether it is a 4-year degree, vocational training, or a different career path, our schools need to support the needs of ALL students. As an Olathe alumna, I will work hard to find solutions for our declining enrollment and declining academic achievement. I am up for the challenge to improve our early reading interventions to work with parents as educational partners so their children thrive in our Olathe Schools. The sooner we have students reading to learn, the sooner they have doors open for them to be successful after school.

POSITION 1

Mario Garcia III

Incumbent? No

What specific experiences make you the most qualified candidate to serve in this position?

I have 20+ years of community knowledge and experience in the Position 1 feeder area. As a product of the SMSD, I’ve experienced this district from inside the classroom and have witness the transition and development into what it is today. As the son of a teacher I’ve seen harsh realities they face and understand the support they need. I’ve worked the majority of my career in non profit fundraising for child-related services like Big Brothers Big Sisters and Children’s Mercy. I also spent two years working in Washington, DC on Captiol Hill. I believe the best community service comes from the people who know the community best.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

I will work to strengthen our school community by connecting our kids, families and neighbors in order to create a culture of camaraderie and school spirit. I will support all students at every level and ensure that SMSD allows them to explore every option and equip them with the necessary tools for a successful future for whatever path they choose. I will advocate for every child’s education and will work with local and state leaders to elevate policies that support student success.

What specific experiences make you the most qualified candidate to serve in this position?

I have been in Education for nearly 40 years. I am in an excellent position to share the knowledge I have gained and lend some keen insight re the simple fact that our schools in the SMSD are not performing well, AND I WANT TO HELP IMPROVE. I am an older person who is Wise, Knowledgeable, a Parent & Grandparent, WITH A PASSION TO WORK HARD ON THE ISSUES. I have taught multiple science classes in middle school, high school in three states. I have also taught in college. This knowledge will provide me with a solid starting point in the sciences to then expand to all curricula.I am a Science Teacher, not a Politician.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

1. We need to simplify things and I would strongly encourage a return to The Three R’s (Reading, wRiting, aRithmetic). Using computers is not always the most effective way to educate, and not the best for students to learn. Simplify to The Three R’s. How: require remedial course work to help those lower performing students in the Three R’s.

2. Stop all of the DEIB/CRT/SEL because I fear for the future of the USA and more closely as it directly affects my Children and Grandchildren and the thousands of others their ages across Kansas. Why are we pursuing poor practices for a very small % of the population. How: Reallocate that funding to areas that will improve learning in Math, ELA, Science.

3. I want to help resurrect & improve the teaching AND LOVE of the Great History of our USA! It’s clear to me it NEEDS IMPROVEMENT.

POSITION 3

Jessica Hembree

Incumbent? Yes

What specific experiences make you the most qualified candidate to serve in this position?

My past four years serving on the Shawnee Mission Board of Education have given me invaluable experience guiding our district through immense challenges including the COVID-19 pandemic. As a parent of three children in SMSD schools, I also have firsthand knowledge of the needs in our classrooms. Additionally, my background as an education policy fellow provides expertise in issues impacting students and teachers. This unique combination makes me well-prepared to continue serving our community.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

My top priorities if elected to another term are:

1) Focusing on students rather than political agendas by keeping their needs at the center of every decision;

2) Attracting and retaining excellent teachers by offering competitive compensation, fostering a collaborative culture, and elevating the teaching profession; and

3) Fostering safe, inclusive learning environments where every child feels welcomed and valued. I will advance these goals by working closely with stakeholders to secure resources, nurture student wellbeing, and strategically invest in our educators and schools.

Who has endorsed your campaign?

I’ve been endorsed by the National Education Association (NEA)-Shawnee Mission, the Greater Kansas City Women’s Political Caucus, and Education First Shawnee Mission. POSITION 5

Jamie Borgman

Incumbent? Yes

What specific experiences make you the most qualified candidate to serve in this position?

I am seeking re-election continuing my commitment to put students first. I am a mom of three... two in high school at SMNW, one a freshman in college. I am very much invested in the success of our school district. Over the past four years I’ve voted for and supported: additional plan time for middle and high school teachers, social workers in each school, hiring of a new Superintendent, overwhelming support for $264 million bond for facilities improvements, and a Board policy setting a minimum operating fund balance of 10-15% resulting in AAA bond rating.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

Over the next four years, I will continue to prioritize ensuring every student graduates with market value assets. What that looks like: real world learning opportunities, college credits, and the interpersonal skills for life’s success. Additionally, staffing is a major problem not just for SMSD but across the country. We need to make sure we’re doing everything we can to have competitive pay and benefits, as well as provide a safe and inclusive work environment. SMSD is also beginning its next strategic plan which will shape and guide the next five years of our district. This will require significant input involving as many community and business stakeholders as possible, to reflect the needs of our one Shawnee Mission.

What specific experiences make you the most qualified candidate to serve in this position?

Successful public education requires partnerships with all stakeholders. I have deep experience with stakeholders important to Shawnee Mission’s success. I have worked successfully with dozens of school boards, hundreds of school teachers, and thousands of community volunteers in the interest of supporting public education. As former Chair of the Overland Park Chamber, I have worked with virtually all of KC’s major corporate brands, lawmakers at the local, state and federal level, and leading KC philanthropies to help improve quality of life for those who live here. The wisdom I’ve gained will be of value to my service on the board.

What are your top 1-3 priorities you hope to accomplish while in office, and what steps do you plan to take to make them happen?

Develop/adopt innovative compensation and benefits packages to recruit and retain top teachers without which we will not graduate top students. Increase state financial aid to restore programs canceled during COVID, reduce class size, and stabilize tax levies. Strengthen and enlarge relationships with local business to assure greater relevance of basic skill and problem-solving capabilities of high school graduates enabling seamless transition and readiness for work and ongoing training/learning. Increase funding for Special Education students to correct disproportionate share of state funds now being sent to districts other than Shawnee Mission. This will be accomplished through forming and developing respectful and close working relationships with other board members and with the school district’s senior management team, including master teachers who set the tone and build the content for classroom education.

Who has endorsed your campaign?
