Russia blocks UN Security Council resolution condemning the "referendums" in Ukraine

Russia, as a permanent member of the UN Security Council, vetoed resolution S/2022/720 at a meeting Friday, condemning the sham referendums in the temporarily occupied territories of Ukraine and demanding the withdrawal of Russian troops.

Details: Four countries – China, India, Gabon and Brazil – abstained during the vote. The remaining 10 members of the Security Council supported the resolution prepared by the United States and Albania. A minimum of nine votes from the members of the Security Council without a veto of the permanent members would be sufficient for the adoption of the resolution.

The document condemns "Russia's organisation of illegal so-called referendums in regions within the internationally recognized borders of Ukraine," which "have no legal force." The resolution also calls on Russia to "immediately, completely and unconditionally withdraw all its military from the territory of Ukraine within its internationally recognised borders."

During the discussion, the permanent representative of the Russian Federation at the UN, Vasily Nebenzya, accused the USA of "obscenity." Putting to a vote a resolution condemning the actions of a permanent member of the Security Council violates established practice and provokes Moscow to use the right of veto, according to Nebenzya.

In response, the US ambassador to the UN, Linda Thomas-Greenfield, said that the resolution would be put to a vote in the veto-free General Assembly to show that the world "is still on the side of sovereignty and the protection of territorial integrity."

Background:

  • It is known that the occupiers carried out the sham referendum by the so-called "People’s Council of Luhansk People’s Republic" in Luhansk Oblast from 23 to 27 September.

  • On 30 September, the President of the Russian Federation signed the "Agreement on the Accession to Russia" of the captured Ukrainian territories of Donetsk, Luhansk, Kherson and Zaporizhzhia oblasts and stated that from then on, their residents are citizens of the Russian Federation.

  • The USA, Great Britain and Canada introduced additional sanctions against Russia.
