According to Kubilius, various political groups of the European Parliament reached a consensus after four hours of negotiations. He stated that text of the resolution will include a line recognizing Russia as a state sponsor of terrorism and a state that uses terror as a weapon.

The press office of the European Parliament said the resolution will be put to a vote on Nov. 23. The document would pave the way for the Russian dictator Vladimir Putin and his regime to face an international tribunal for their crimes, the message added.

On Oct. 13, the Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution supporting Ukraine and recognizing the Russian regime as a terrorist one.
