Russia has relocated its S-400 air defense systems from Kaliningrad Oblast, its enclave on the Baltic Sea coast, in November 2023, to make up for its recent losses on the Ukrainian front, the UK intelligence reported on Nov. 26.

This follows a surge in Russia’s losses of S-400 systems in the occupied territories of Ukraine in late October 2023.

“As its most westerly outpost and bordered on three sides by NATO member states, Russia sees Kaliningrad as one of its most strategically sensitive regions.”

“The fact that the Russian MoD appears willing to accept additional risk here (in Kaliningrad) highlights the overstretch the war has caused for some of Russia’s key, modern capabilities,” states the report.
