“The whole of the Russian Federation, as outlined in the Russian constitution, is absolutely under the full protection of the state,” said Lavrov.

“Russian laws, concepts, doctrines, and strategies cover the entirety of Russian territory.”

Lavrov added that the United States, the EU, and NATO members “cannot claim neutrality” in the Russia-Ukraine war, as they provide security assistance to Kyiv.

Ukrainian presidential adviser Mykhailo Podolyak later said that Moscow’s nuclear threats are a problem for the whole world, not just Ukraine.

“Veiled threats with nuclear weapons, made at the UN by a (permanent) member of the Security Council, are simply a mockery of global institutions,” Podolyak said in a Twitter post.

“Russian nuclear threats are a problem not just for Ukraine, but for the whole world. Nuclear powers must explain to Russia what consequences it’s risking. Pandora’s box must remain closed.”
